Technopolis Moscow SEZ resident has registered 22 medicines
Technopolis Moscow SEZ resident OnkoTarget has registered 22 drugs in over 40 different dosage forms since 2020. Among them are two original drugs. Since 2020, the resident has invested more than 1.4 billion roubles in production development and produced products worth more than 1.2 billion roubles.
The company is a research and production complex organised according to the full-cycle principle. Its uniqueness lies in the consistent implementation of the drug sovereignty strategy in some of the most significant segments - targeted or immuno-oncology therapies.
In addition, Oncotarget, together with its partner organisations, produces medicines that are currently not yet available in the Russian Federation.
Almost 150 jobs have been created at the enterprise. Its production capacity is capable of producing over 100 million units of solid dosage forms per year, and up to six million units of liquid and sterile non-purified dosage forms per year. The company produces both generics and original pharmaceuticals.
Last year, for example, the company launched a drug that helps reduce malignant hyperthermia deaths by 75 per cent.
In addition, the company produces medicines that are used in the treatment of socially significant diseases: oncology, HIV infection, cardiac diseases and others. The company's specialists have all the necessary competences for the development and production of original and reproduced medicines.
At the Pechatniki site of Technopolis Moscow SEZ, the resident company produces the following targeted therapy drugs: Fulvestrant, Dasatinib, Sorafenib, Sunitinib and others.
Special Economic Zone Technopolis Moscow is a territory with a special legal status, which has a preferential business regime for investors. The Alabushevo and MIET sites joined its boundaries in 2006, Mikron in 2015, Angstrem and Pechatniki in 2017. The authority to manage the special economic zone was transferred to the Moscow City Government in 2016.
Resident status in SEZ Technopolis Moscow allows companies to receive significant benefits. Residents are exempt from property, transport and land taxes for 10 years. The profit tax rate for such companies is just two per cent. Lease concessions are also available for land plots allocated for construction of production facilities, and upon completion, the land plot can be purchased for one percent of its cadastral value.

Metropolitan manufacturer's video conferencing software replaces imported counterparts!
A software server and a video terminal for video conferencing developed by a resident of Technopolis Moscow special economic zone have been included in the unified Register of Russian software. This was announced by Vladislav Ovchinsky, head of the Department of Investment and Industrial Policy of Moscow, which is part of the capital's Economic Policy and Property and Land Relations Complex.
Digitalization is one of the absolute priorities of the country's development, and today its pace has noticeably accelerated. The current geopolitical situation requires us to localise more, including technologies. Metropolitan companies are moving confidently towards implementing the full cycle of domestic production of digital products, from the stage of creating and piloting technology to the full-scale implementation of the final digital product. For example, the server and video terminal of secure video conferencing produced by the HaiTech Science and Technology Centre have been included in the unified Register of Russian Software. Investments of the company - resident of SEZ Technopolis Moscow in creation of video conferencing systems amounted to more than 40 million rubles, - said Vladislav Ovchinsky.
According to him, the unified Register of Russian software plays a key role in supporting Russian software developers and expanding the use of information systems in public authorities. The information products included in the register meet the standards of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation and are recommended for use.
Science and Technology Centre (STC) HaiTech has been a resident of Technopolis Moscow SEZ since 2021. Its developments concern service and technical support for telecommunications infrastructure. Among the new products is the IVA AVES software server, which provides video-conference communication between geographically remote users. The Russian development can replace popular foreign analogues: Skype, Cisco, Webex, Zoom, etc. The IVA LARGO video terminal is available both as a hardware and software package. It is implemented in the IT infrastructure of the organization and ensures stability and continuity of video communications.
The company's developments are designed to replace foreign platforms and terminals for video conferencing. This is necessary to ensure the technological sovereignty of critical information infrastructure, as well as compliance with the basic principles of national security, said Gennady Degtev, CEO of Technopolis Moscow SEZ.
The company's products, as fully Russian-made, are subject to tax incentives announced by Russian President Vladimir Putin in his address to the Federal Assembly on February 21, 2023. As stated by the president, there is a tax deduction of 1.5 roubles for every rouble invested when procuring domestic software.

More than 60 enterprises of SEZ Technopolis Moscow work in Zelenograd
Four of the five sites of the special economic zone (SEZ) Technopolis Moscow - Alabushevo, Mikron, MIET and Angstrem - are located in Zelenograd. At the moment there are more than 60 enterprises, which employ over seven thousand people. This was reported by Deputy Mayor of Moscow on Economic Policy and Property and Land Relations Vladimir Yefimov.
Among the companies of the capital's special economic zone, located in Zelenograd, 43 have the status of a resident, which allows to receive tax benefits and direct the saved funds to development. Every year the number of such enterprises grows, and the operating production expands. As a result, the number of jobs at these sites is also increasing. If now there are more than seven thousand, by 2027 it is planned to increase the figure to 14 thousand, told Vladimir Yefimov.
Operating on Zelenograd sites of SEZ Technopolis Moscow enterprises develop energy-efficient and medical technologies, and also produce microelectronics, medicines and equipment for various industries.
Zelenograd companies of the capital's special economic zone are developing intensively. For example, the Mikron plant is now scaling up: its new building is being built at the Angstrem site. In 2022 the creation of the first building of the Electronics Innovation Center, which will house the production of electronic modules and radioelectronic equipment, was completed at the MIET site. The second building is planned to be commissioned this year. Ecoplast increased the volume of plastic recycling to 600 tons per month
The resident of a special economic zone (SEZ) Technopolis Moscow the plant Ecoplast in January-February 2023 increased the processing volume of body plastics by five percent - up to 600 tons per month. This was reported by Vladislav Ovchinsky, the head of the Department of Investment and Industrial Policy of Moscow, which is part of the complex of economic policy and property and land relations of the capital.
Moscow industry demonstrates the readiness for modern challenges, including the reconfiguration of raw material supply chains. Despite the fact that the polymer industry in 2022 showed a slight decline, enterprises have managed to promptly form new cooperative ties and ensure smooth operation. For example, the resident of the capital's special economic zone - plant Ecoplast continues to show steady growth of plastic recycling from electronic and electrical equipment and increase the output of finished products in the form of secondary polymer pellets, said Vladislav Ovchinsky.
Secondary polymer granules of ABS, polystyrene and polypropylene are in great demand in automotive industry, construction industry, production of furniture parts and other sectors. In this regard, increasing the volume of plastic processing is a priority task for Ekoplast. The head of the Department noted that increasing the productivity of the enterprise allows to keep a qualified workforce and thereby continue to provide employment for the population of the capital.
In 2023 the plant has set a goal to increase the monthly volume of plastic recycling by 10-15 percent. The current workload of raw materials and the volume of incoming orders from the expanding customer base allows us to hope that this goal will be achieved. At the same time it is extremely important that the company is ready to double its production figures. Despite the constantly changing circumstances, we are confident that we will overcome any difficulties and cope with all the challenges, - said the Executive Director of PC Ecoplast Alexei Korolev.
The enterprise contributes to the formation of a closed-cycle economy in the capital, while performing the tasks of material substitution in the production processes.
The stability of the functioning of the plant confirms the possibility to form a closed cycle economy in the capital, to perform the task of replacing primary materials in the production processes with secondary materials, as well as the execution of the President's decree in terms of the task to reduce the volume of waste sent to landfills by half, - said the General Director of the SEZ Technopolis Moscow Gennady Degtev.

Vaccine against infectious diseases of cows began to be produced by SEZ Technopolis Moscow
The company Vetbiohim, which has localized production in the special economic zone (SEZ) Technopolis Moscow, has developed an import-substituting inactivated vaccine Combovak Endomast against infectious diseases in cows. It is analogous to foreign drugs, but costs less. This was reported by Vladislav Ovchinsky, the head of the Department of Investment and Industrial Policy, which is part of a complex of economic policy and property and land relations of the capital.
The vaccine was developed in 2022 to reduce the incidence of mastitis and endometritis in cattle, they are mostly affected by highly productive individuals. These infections cause great economic losses because they lead to infertility of the cow and unusable milk, which can be harmful to human health. Even if an animal is successfully treated, which requires high financial expenses, the previous milk yield may not recover because of irreversible changes in mammary gland tissue.
Today, the company produces 36 vaccines for farm and small domestic animals, four serums and immunoglobulin, and 56 types of disease diagnostic test systems. The company completed construction of a new plant on the Pechatniki site of the special economic zone in Moscow in December 2022 and invested 1.6 billion rubles in the launch of the enterprise. The production of several tens of millions of doses of vaccines will help provide the Russian veterinary market with in-demand domestically produced drugs. In 2022 alone the company registered four new vaccines and set up their production, explained Vladislav Ovchinsky.
According to the developers, Combovak Endomast preparation is simple and convenient to use, easily fits into the schedule of scheduled vaccinations against infectious diseases of large and small livestock farms.
Vaccination of cows against infectious mastitis and endometritis is one of the most effective methods of preventing these diseases. The drug developed by Vetbiohim increases productivity and preservation of dairy herds, which provides a high economic effect. The Russian innovative vaccine is not inferior to foreign analogues, but it has a lower cost and therefore in demand in the market, said Gennady Dyogtev, General Director of SEZ Technopolis Moscow.

SEZ Technopolis Moscow resident expands production of integrated circuits
The leading Russian developer of analog and analog-digital microcircuits, the resident of the special economic zone (SEZ) Technopolis Moscow Design Center Soyuz will more than triple its production. For this, the company will rent additional 1.2 thousand square meters of premises on the site Alabushevo in Zelenograd. This was reported by Vladimir Efimov, the Deputy Mayor of Moscow on Economic Policy and Property and Land Relations.
The enterprise is a part of the capital interdepartmental cluster of electric car building, which unites more than 40 companies. Almost half of the cluster participants are located on the territory of the special economic zone of Moscow. These companies have already started working on the development of domestic electric cars. Due to the increase in demand for microcircuits, Design Center Soyuz plans to expand production on the site Alabushevo of the special economic zone of Moscow within two years. Investments in the project will amount to 750 million rubles. As a result, at least 45 additional jobs will appear at the enterprise, said Vladimir Yefimov.
The company is expanding production for the production of integrated circuits and heterogeneous systems-in-case. Integrated circuits, or chips, are microelectronic devices made from semiconductors. It is used to convert, process a signal, or store information. Heterogeneous system-in-a-case is a combination of several active electronic components of different functionality assembled into a single module with high performance and low power consumption.
The microchips that the company manufactures are used in various industries, such as aviation, electric vehicles, drones, automation systems and medical equipment.
Every year the company develops and masters mass production of new solutions in such areas as power management, telemetry, analog-digital and digital-to-analog signal conversion and many others. Now the client portfolio of the company includes more than 150 customers from all over Russia. The expansion of the production of the resident of the Moscow special economic zone includes the development of all its areas: the development, assembly, testing and measurement of integrated circuits and heterogeneous systems in a package," explained the head of the Moscow Department of Investment and Industrial Policy Vladislav Ovchinsky.
The company has been a resident of the capital's special economic zone since 2016. It performs the full cycle of assembly of integrated circuits. The production line includes its own clean rooms and technological equipment for testing and cutting semiconductor wafers, assembling crystals into packages, welding out internal connections, and sealing. The production and measuring areas, as well as our own testing center equipped with modern equipment from leading Russian and foreign manufacturers.

More than 90 companies produce vital drugs and vaccines
Moscow pharmaceutical companies increase production volumes and create new drugs. Sergey Sobyanin wrote about this in his Telegram channel.
Several years ago we started using offset contracts to provide the city with the necessary volumes of drugs. Such agreements are now also used to replace imported drugs with domestic ones. Within the framework of offset contract a company builds its own production and we buy its products, said the Mayor of Moscow.
The first such contract the city has signed with the company Biocad, which opened a plant in the special economic zone (SEZ) Technopolis Moscow. Due to this, over 670 thousand packages of medicines have been already delivered to the capital medical institutions.
In addition, Oncotarget enterprise works in the SEZ. It provides the city with the medications for oncological, neurological, endocrine and other diseases.
In total, there are more than 90 companies in Moscow, which create drugs for the treatment and prevention of cancer and cardiovascular diseases, nervous system disorders, diabetes, as well as antibiotics and vaccines.

SEZ resident Hirana+ received a loan from the city for export development
Moscow Fund for Industry and Entrepreneurship Support granted a loan of 200 million rubles to the capital manufacturer of medical equipment for the development of export activities. This was reported by Vladislav Ovchinsky, the head of the Department of Investment and Industrial Policy of Moscow.
Metropolitan manufacturer of medical equipment Hirana+ received a loan of 200 million rubles from Moscow for export development. The funds were granted for five years at an annual rate of 4.5 percent. Within the framework of the program implemented by the Moscow Fund for Support of Industry and Entrepreneurship, the received funds can be used to purchase raw materials, materials and components for the production of products which are fully or partially exported, said Vladislav Ovchinsky.
The company manufactures and services artificial lung ventilation and anesthesia and respiratory equipment. It has been a resident of the special economic zone Technopolis Moscow since 2020.
According to Vasily Shimko, the CEO of the company, the loan will contribute to the significant development of export activities and production growth. The manufacturer will also invest its own funds to expand foreign deliveries, investments will amount to about 90 million rubles.
The Moscow Fund for Support of Industry and Entrepreneurship offers about 10 types of loans: to cover the cash gap, connection to networks of engineering and technical support, purchase of new equipment, software, computer, server and network equipment, etc. Funds can be obtained at a rate of three percent per annum for up to five years. The loan amount, depending on the objectives may be up to 300 million rubles.

SEZ Technopolis Moscow resident expands production to out put new electronic components
One of the leading Russian developers and manufacturers of optical equipment - the company Neoros - is expanding its production on the territory of Pechatniki site of the special economic zone (SEZ) Technopolis Moscow. The company plans to locate the production lines to manufacture import-substituting products, including new electronic components - high-speed transceivers. High-tech optical transceivers are used to send and receive data between workstations - computers, computers, servers and communication devices. Today Neoros has all the necessary international licenses to develop optoelectronic technologies and manufacture optical equipment.

More than 100 thousand different high-speed transceivers were manufactured in 2022 alone. High-speed coherent optical communications ensure increase of data transfer rate, decrease of power consumption and increase of transceivers' performance. Development of these devices is of strategic importance for digital transformation of the Russian economy, since they are the basis for the majority of future switches and network equipment.
High-speed optical transceivers manufactured by Neoros are capable of transmitting data at speeds from 100 Gbit/s to 400 Gbit/s. These are the first such telecommunications devices, made by a Russian company from the beginning to the end, including development of design, boards, and circuitry.
As Magomed Alikhanov, CEO of Neoros, explained, in addition to digital coherent optical transceivers, the company will also start producing high-speed transceivers using Chip-on-Board (COB) technology, which appeared a few years ago and became a real breakthrough in the world of lighting technology. Overall, the production lines at the additional facilities are scheduled to launch in the summer of 2023.
Earlier the company announced the launch of production of Russia's first 200-400 Gbit/s digital high-speed transceivers that come with a high-speed switch, also developed by the company. The potential of optical coherent data transmission at speeds of 100 and 200 Gbit/s, which coherent transceivers provide, is much higher. This technology uses several characteristics of transmitted light to dramatically increase the amount of information sent and received on a single wavelength.

SEZ Technopolis Moscow resident has started construction of a new high-tech enterprise
The resident of the special economic zone (SEZ) Technopolis Moscow - the company Diagnostika-M - has started the construction of a production building for the out put of medical systems and equipment for inspection. This was announced by Deputy Mayor of Moscow on Economic Policy and Property and Land Relations Vladimir Yefimov.
The enterprise will engage in the production of inspection and nondestructive testing systems, medical systems based on X-rays, as well as detectors of explosive and radioactive traces. Its area will exceed 11 thousand square meters. The facility is scheduled to be commissioned in late 2023 - early 2024. About 160 people will be able to find jobs there, said Vladimir Yefimov.
The company has the status of a resident of SEZ Technopolis Moscow since 2019. During this time, it has invested more than 228 million rubles in the development of production - this is more than 57 percent of all investments planned until the end of 2023.
Now the company leases almost 900 square meters on the site of the capital's special economic zone Pechatniki. The construction of a new factory is underway in Alabushevo on a plot of about one hectare, said Vladislav Ovchinsky, head of the capital's Department of Investment and Industrial Policy.
Totally 13 enterprises are included into the high-technology cluster of SEZ Technopolis Moscow. Diagnostika-M is one of the leaders in this segment both in terms of investments and revenues. Last year, the company's equipment appeared in Moscow subway stations, at the Bauman Moscow State Technical University, at the ambulance station of the Veresaev Hospital, and at the Moscow State Automobile and Road Technical University. When producing equipment at the new plant, the company will continue to adhere to the policy of manufacturing products using only Russian materials and components. Four residents of SEZ Technopolis Moscow used customs preferences for the first time in 2022
In 2022 four companies with resident status in the special economic zone (SEZ) Technopolis Moscow opened free customs zones and began to receive benefits for the import of foreign goods. This was reported by Deputy Mayor of Moscow on Economic Policy and Property and Land Relations Vladimir Yefimov.
For the development of technologies in the field of photonics last year in Moscow there was created an intersectoral cluster, which brings together more than 40 participants. Half of them are the companies localized on the territory of the special economic zone Technopolis Moscow. Last year the specialists of the ZSTC obtained the first samples of domestic optical waveguide multiplexer crystals. Now the nanocenter is preparing to start serial production. In 2023, it is planned to produce at least 300 products, and by 2025 - to increase the production volume to five thousand pieces per year, said Vladislav Ovchinsky.
Residents of the special economic zone in Moscow may receive benefits in the form of zero rates of value added tax and customs duties on importation of foreign goods. The right to such a preference appears after the issuance of the Federal Customs Service permit for the application of the free customs zone procedure and the opening of the customs control zone on its premises. In 2022 four companies used this right. One of the residents organized two customs control zones at once. Altogether for three quarters of last year the volume of privileges for customs payments in the SEZ Technopolis Moscow amounted to 84,9 million rubles, said Vladimir Yefimov.
In particular, preferences were used by the company Ruslet, which is engaged in design and construction of cableways, equipment of amusement parks and passenger transport. Customs control zone is necessary for the enterprises for duty-free import of equipment, special equipment, components and raw materials with the application of the free customs zone procedure. That's why the preferences provided by the resident status of the SEZ Technopolis Moscow are a demanded mechanism of the state support for business, said the head of the Department of Investment and Industrial Policy of Moscow Vladislav Ovchinsky.
Electromobiles Manufacturing Rus has equipped two customs control zones: in the electrical engineering workshop and the metalworking workshop with a total area of more than 800 square meters.
In total, about 30 units of imported equipment will be installed, including areas for the production of electric motors. Zero duty and VAT rates will reduce equipment costs by about 30 percent. The estimated savings will be almost 150 million rubles. At the same time the production of electric trucks is focused on the maximum use of Russian raw materials and components, commented Ilya Rashkin, General Director of Electromobiles Manufacturing Rus.
The managing company of SEZ Technopolis Moscow renders consulting and organizational support to the enterprises, which are planning to open a customs control zone. As a rule, less than four months pass from the moment the resident submits all the initial data to obtain the permission from the FCS.
As Gennady Degtev, director general of Technopolis Moscow SEZ, explained, the free customs zone procedure envisages that the resident's imported products first arrive at the temporary storage warehouse set up in the Moscow special economic zone, then pass the actual control of the Research and Innovation Post of the Moscow regional customs. Then enter the territory of the enterprise, in the customs control zone created by it on its site.

In 2022 in Moscow almost 200 thousand square meters of industrial and production areas were put into operation
Among the enterprises operating on these sites are plants for the production of car body parts, measuring devices, medicines and other demanded products.
Last year, the city issued a permit to commission 196.2 thousand square meters of industrial-production areas, said Vladimir Yefimov, deputy mayor of Moscow for economic policy and property and land relations.
Last year the city issued the permission for putting into operation 20 industrial objects with total area of 196.2 thousand square meters. Among them are enterprises for the production of car body parts, measuring devices, medicines and other demanded products. These factories will create more than three thousand new jobs, said Vladimir Efimov.
In Biryulevo Zapadnoe district a factory of automotive components has started its work, built within the framework of a large scale investment project. The city has leased a plot of land to the investor for its construction without tenders.
In Zelenograd on the territory of special economic zone Technopolis Moscow a production of solid dosage forms has been opened. The first line of the new plant was inaugurated at the end of January this year by the Chairman of the Federation Council of the Federal Assembly of Russia Valentina Matvienko and the Mayor of Moscow Sergei Sobyanin.
Permission for commissioning at the end of 2022 in Zelenograd also received a complex for the development and production of temperature measuring instruments.
The enterprise has the status of a resident of the special economic zone of Moscow, which gives the right to significant benefits. Property, transport and land taxes are zeroed for such companies, the profit tax rate is reduced by a factor of 10. Investments in the plant amounted to more than 154 million rubles, 90 jobs will be created there, said Vladislav Ovchinsky, the head of the Department of Investment and Industrial Policy of Moscow.
Also last year 16 buildings of industrial park Rudnevo were put into operation. Innovative production of microelectronics, medical products and other high-tech products can be placed there. In November 2022 it was decided to create on the territory of the park a federal center of unmanned aerial systems.
Earlier Sergei Sobyanin signed a decree on the creation of a green corridor for the implementation of construction and reconstruction projects of industrial and production facilities with an area of at least 1,5 thousand square meters. As a result the total duration of key administrative procedures will be halved.

SEZ Technopolis Moscow resident starts production of domestic multiplexer for accelerated data transfer
Zelenograd Nanotechnology Center (ZNTZ), a resident of Special Economic Zone (SEZ) Technopolis Moscow, is launching production of the first domestic multiplexers. Which are the key to speed up data transmission by 30-40 times, told Vladislav Ovchinsky, the head of the Department of Investment and Industrial Policy, which is part of a complex of economic policy and property and land relations of the capital.

The company also develops and produces photonic integrated circuits (PIC), including those for optical transceivers. Developed photonic integrated circuits can be used in high-speed and energy-efficient devices for transmission and processing of telecommunication signals. This equipment can be used for onboard equipment and ground infrastructure of the aerospace industry, as well as in the telecommunications industry, to organize powerful 5/6G information networks and connect users to high-speed Internet, IP-telephony and IP-TV.
The new multiplexer will make it possible to transmit 44 different streams of information over a single fiber optic cable. Thus, the efficiency of Internet networks on the existing infrastructure is increased without significant modernization, emphasized Gennady Dyogtev, CEO of Technopolis Moscow SEZ.
The modules have no domestic analogues. For the first time, the component base of the device, including the FIS, is fully developed and produced at ZNTC's own production facilities.
Thanks to the complete localization of the entire development and production cycle of the device, which we managed to achieve, it will be possible to take an important step toward the technological sovereignty of our country, said ZSTC Deputy Director General Konstantin Pevchikh.
In 2011 the company received the status of a resident of the special economic zone Technopolis Moscow which allows to use considerable privileges. Residents are exempt from property, transport and land taxes for 10 years. The rate of profits tax for it is only two per cent. There are also benefits for the lease of land allocated for the construction of the enterprise, and on its completion there is an opportunity to buy out the plot for one per cent of the cadastral value.
