SEZ Technopolis Moscow has developed a compact X-ray machine

A small-sized X-ray machine for examining people and animals outside medical institutions was developed by a resident of the SEZ Technopolis Moscow company Diagnostics-M. The device is carried in a transport case and assembled at the diagnostic site in three minutes. This was announced by the Head of the Department of investment and industrial policy of the city of Moscow Vladislav Ovchinsky.

The portable X-ray machine is designed for operational diagnostics in non-stationary conditions and is placed in a compact case.

"The Diagnostics-M Company has been a resident of the SEZ Moscow since 2019. During this time, the company has invested more than 220 million rubles in the development of production and created over 150 jobs. The new development of the company can be used in feldsher-obstetric stations, shift camps and expeditions, to provide assistance in case of traffic accidents, as well as during doctor's home visits to elderly and disabled patients," said Vladislav Ovchinsky. The small-sized MIRAN X-ray diagnostic apparatus is powered by its own batteries, has chargers for the AC mains and a car voltage converter. For the first time, a tablet computer as part of the device provides all the functions of an automated workplace of a laboratory assistant, including filling out a patient card, processing an image, and transmitting research data.

“The device can operate at sub-zero temperatures, so it is convenient to use it in the Russian climate. The device can also be used for X-ray diagnostics of animals. The enterprise can produce 20 such devices per month,” said Gennady Degtev, CEO of the SEZ Technopolis Moscow.

Over the three decades of its history, the company has launched the production of over 100 items of high-tech products of its own design. The devices consist entirely of domestic materials and components. Many of the developments have no analogues in the world.

“The device has already been patented, a prototype has been created. MIRAN is planned to be produced in two modifications - for work on a tripod or without it. This device, which helps to quickly perform X-ray diagnostics in the field and thereby save people's lives, is highly anticipated by specialists. We plan to conduct all tests, register with Roszdravnadzor and put it into production in February 2023,” explained Vladimir Usachev, CEO of Diagnostics-M.

In the SEZ Technopolis Moscow industrialists are offered the construction of facilities on a turnkey basis

A new format of cooperation with the Special Economic Zone Technopolis Moscow was presented to industrial investors at a road show on the prospects for the development of sites. This was announced by Gennady Degtev, CEO of the SEZ Technopolis Moscow.

“Turnkey construction of industrial facilities is planned at the sites of the Special Economic Zone Technopolis Moscow in Pechatniki and Alabushevo. Also, this format will be available on the territory of the industrial park Rudnevo. Among the advantages of such cooperation with industrial investors is the reduction of risks, costs and terms of commissioning of facilities for future residents, who will eventually receive premises with infrastructure and technical characteristics ideally suited to their needs. This is a flexible mechanism that will allow the parties to find the most effective conditions for the implementation of each specific project,” said Gennady Degtev.

The management company of the special economic zone of the capital will undertake design and survey, construction and installation work according to the terms of reference provided by the company for the structures under construction. In the future, a lease agreement with the possibility of redemption will be concluded with an industrial investor.

In the Russian industrial real estate market, this format, which has proven itself in world practice, is only gaining momentum. Currently, there is a request for the construction of small industrial facilities with non-standard spaces. The SEZ Technopolis Moscow will have to implement build-to-suit technologies that will make it possible to create premises that meet the needs of the customer as accurately as possible and provide them with the necessary engineering infrastructure. Until now, the location of production facilities at the sites of the SEZ Technopolis Moscow was possible only in two types - greenfield and brownfield.

SEZ Technopolis Moscow implemented the ESG model

The Technopolis Moscow Special Economic Zone has implemented an ESG model on its sites aimed at achieving the UN sustainable development goals.

In April, Russian President Vladimir Putin instructed the Government to consider the issue of state support for investment projects that meet ESG criteria - environmental, social and corporate responsibility - by the end of 2022. Thus, the introduction of an infrastructure site model aimed at achieving the SDGs can significantly increase its investment potential.

“Sustainable development remains one of the most important factors in the functioning of the Technopolis Moscow as a platform for accommodating the leading high-tech enterprises of the capital. The ESG agenda is relevant both for the existing sites of the SEZ Technopolis Moscow TIT and for new territories that are planned to be included in the boundaries of the Moscow Special Economic Zone,” said Gennady Degtev, CEO of the SEZ Technopolis Moscow.

Recall that the employees of the Association of Clusters, Technoparks and SEZs of Russia and the Institute of Knowledge Economy have done a lot of joint work on the implementation of ESG standards on the territory of the SEZ Technopolis Moscow.

Its first stage was an ESG audit of all sites in the preferential zone -Pechatniki, Alabushevo, MIET, Angstrem and Mikron. It used indicators developed by the Association's employees and other members of the working group and recommended by the Ministry of Economic Development of the Russian Federation for management companies of special economic zones. In particular, the auditors checked the presence of road markings and traffic patterns, drew attention to waste management, the procedure for taking samples of water and atmospheric air, and collected information on wastewater treatment systems. Based on the results of the ESG audit, a report on the sustainable development of the management company of the special economic zone for 2021 was compiled.

Then, strategic sessions on sustainable development were held for representatives of the management company of the SEZ Technopolis Moscow, dedicated to Environmental Policy, Social Policy and Corporate Governance. Within the framework of these meetings, experts from ACIT RF and the Institute of Knowledge Economy gave their recommendations to colleagues from the SEZ Moscow, which formed the basis of the Sustainable Development Strategy for the management company Technopolis Moscow. The document spells out the key areas of activity of the special economic zone in the field of sustainable development until 2030.

The next stage will be the development by the management company of a resident policy and a policy of disseminating the principles of sustainable development outside the SEZ.

A corporate donor day will be held at the Alabushevo site of SEZ Technopolis Moscow

A resident of the Moscow Special Economic Zone, the PK-137 pharmaceutical complex of the biotechnology company Biocad, will for the first time hold a donor day on the territory of the Alabushevo site. The action will take place on November 22. Employees of the enterprise itself and other resident companies will be able to take part in it. This was announced by Gennady Degtev, CEO of SEZ Technopolis Moscow.

“The resident of the metropolitan SEZ has been holding donation days since 2013. This autumn, the traditional Biocad campaign will be held for the first time at the site of the PK-137 production complex, which is located at the Alabushevo site. The company invites employees of offices and enterprises located in the same territory to participate. I am sure that this opportunity will find a wide response, and such an initiative will become a regular on our sites,” added Gennady Degtev.

Biocad Donor Day is held at the company's offices and production sites in St. Petersburg and Moscow from 8 to 24 November.

This year the campaign is supported by the Leukemia Foundation. The invitation to participate in the donor day of employees of resident companies of the SEZ Technopolis Moscow is part of the joint work of Biocad and the Fund to promote donation. Registration of participants is available at the link.

“Participants of the corporate day of the Biocad donor will have the opportunity to donate not only whole blood, but also one standard tube of blood to enter the register of potential bone marrow donors. According to a study conducted by our company together with the Leukemia Foundation, 70% of Russians have heard of the existence of such registers, but only 12% of those surveyed are members of them. Among the main concerns of citizens is the fear that bone marrow donation can harm their own health. To dispel such fears, we have prepared a special edition of the video podcast, in which the recipient and the bone marrow donor took part. The heroes shared their own experiences and told what myths about donation should not be believed,” says Irina Kenyukhova, director of the Biocad corporate marketing department.

The resident of the Moscow SEZ regularly conducts various social projects for employees. For example, every year the company holds a social action within the framework of the program Live Without Fear, where everyone can undergo a free screening for the presence of malignant skin tumors.

Technopolis Moscow SEZ resident delivered almost 600 thousand packages of medicines to the city under an offset contract

Biotechnological company Biocad has supplied about 600 thousand packages of finished products for the needs of the healthcare system of the capital since 2021 under an offset contract. This was announced by Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

"The company became the first with whom Moscow signed an offset contract. Under the contract, the company produces drugs for the treatment of oncological and autoimmune diseases and supplies them for the needs of the city from 2021. For all the time, the capital has received about 600 thousand packages of finished products from the company, of which almost 300 thousand were in January – September of this year," Vladimir Efimov said.

According to the contract, the company will supply the city with medicines for the treatment of socially significant diseases for almost seven years. In order to implement the project, she built a pharmaceutical production complex PK-137 with a total area of 43 thousand square meters on the site of the Technopolis Moscow special economic zone (SEZ) in Zelenograd.

Today, more than 170 people work at PK-137. To ensure the production of medicines, the company has created a quality control system that meets international standards (GMP). The PK-137 building complex is equipped with high-tech production equipment, advanced engineering solutions have been applied there, increasing the investment and operational efficiency of the facility. There are also chemical-analytical and microbiological laboratories on the site.

"In addition to the contract with Biocad, Moscow has signed offsets with the R-Opra enterprise and the Moscow Endocrine Plant. Offsets in the pharmaceutical industry make it possible to establish an uninterrupted supply of necessary drugs to the residents of the capital, as well as to predict the demand for products and optimize costs," said Vladislav Ovchinsky, head of the Moscow Investment and Industrial Policy Department.

Earlier, Moscow Mayor Sergei Sobyanin signed an order on holding four more electronic tenders for the right to conclude offset contracts for the supply of medicines for the needs of the city's healthcare system.

Thus, under the first contract, the investor will invest a billion rubles in the production of medicines for 43 international nonproprietary names – antitumor, antipsychotic, anti-inflammatory and cardioprotective. The second offset involves the release of four drugs – immunosuppressants and antitumor. Investments in the project will amount to 800 million rubles. The start of deliveries under both contracts is scheduled for 2026.

As part of another contract, the investor will invest 400 million rubles in the localization of the production of antitumor drugs under seven nonproprietary international names, deliveries will also begin in 2026. According to the fourth offset, the manufacturer will start supplying cardioprotective, anti–inflammatory, hypoglycemic and antihistamines to Moscow in 2025 - a total of 20 international nonproprietary names. Investments in this project will amount to at least 300 million rubles.

SEZ Technopolis Moscow will build a million square meters of real estate for production

In the next ten years, the site of the Technopolis Moscow special economic zone in Pechatniki will more than double, from 32 to 77 hectares. About a million square meters of premises will be additionally built there, where high-tech enterprises will be able to accommodate. This was announced by Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

Prospects for the development of SEZ Technopolis Moscowsites were presented to potential investors at a road show.

"The development of advanced technologies and the opening of new production facilities in high—tech industries in demand is one of the urgent tasks facing the Russian economy. The demand for production facilities with ready-made engineering infrastructure is constantly growing. Thus, the capacities of the site of the SEZ Pechatniki are fully filled — today 130 companies are located there on an area of 460 thousand square meters, more than five thousand jobs have been created. In the next 10 years, we plan to build about a million square meters of premises at the Pechatniki site, which will give additional opportunities for localization," Vladimir Efimov said.

Companies will be able to obtain the status of a resident of a special economic zone, which will give them significant tax benefits. For example, they are exempt from paying property, transport and land taxes, as well as customs duties. The income tax rate for such enterprises is only two percent. There are also benefits for the lease of land allocated for the construction of the enterprise, and upon its completion, it is possible to redeem the leased land for one percent of the cadastral value.

"48 SEZ resident companies work at the Pechatniki site. Among them are manufacturers of microelectronics, optics, robotics, new materials and medical equipment. For all the time they have been working in the SEZ, they have invested about 20 billion rubles in their development," said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

According to Gennady Degtev, CEO of SEZ Technopolis Moscow, investors are already expressing great interest in promising SEZ sites.

"The special economic zone has been actively developing in recent years. In five years, the total number of enterprises resident in the SEZ of Moscow has almost doubled - from 50 to 91 enterprises. The demand for industrial areas is huge both from those who would like to localize production in the special economic zone of the capital, and from existing residents, whose companies can be attributed to the fast–growing ones," he said.

SEZ Technopolis Moscow leased about eight thousand square meters of premises in 2022

Since the beginning of this year, new enterprises have rented about eight thousand square meters of premises at the Alabushevo site of the Technopolis Moscow special economic zone. This was announced by Deputy Mayor of Moscow for Economic Policy and Property and Land Relations Vladimir Efimov.

“The Special Economic Zone is an attractive platform for locating high-tech industries. In 2022, eight more companies became tenants of the innovative laboratory and industrial buildings at the Alabushevo site. The enterprises will develop and produce microelectronics and electronic equipment, video recorders and video cameras, medical products and test systems. They covered an area of almost eight thousand square meters. Thanks to them, more than 370 new jobs have appeared in the city,” said Vladimir Efimov.

He added that another 10 high-tech enterprises have become residents of the special economic zone of the capital this year. Four of them are already in operation, six will be put into operation in the coming months. Most of these companies represent the medical technology, equipment and biopharma industries. They will produce drugs for targeted therapy of oncological diseases, synthetic vessels, joint fluid substitutes, and modern ultrasound diagnostic equipment.

“This year, three high-tech enterprises became residents of the Moscow Special Economic Zone. They specialize in the production of electric trucks, drug packaging and plastic pallets. Three more work in the field of microelectronics and IT. In total, enterprises that received resident status this year occupied premises with an area of over 30,000 square meters. Of these, about 20,000 were built by the companies themselves,” said Vladislav Ovchinsky, Head of the Investment and Industrial Policy Department.

Residents of the SEZ Moscow are exempted from paying land, property and transport taxes for ten years, and the income tax rate for them is reduced to two percent. The goods and equipment they import are not subject to customs duties.

“Convenient locations, developed transport infrastructure, modern communications and comfortable conditions for employees - this is an incomplete list of what tenants get by placing their production at any of the five sites of the Moscow Special Economic Zone. It is also necessary to take into account the various forms of networking that are provided to enterprises. First of all, it is the support of the Moscow government, the possibility of industrial cooperation with neighboring industries, regular participation in various business events and professional associations,” said Gennady Degtev, CEO of the SEZ Technopolis Moscow.

SEZ TECHNOPOLIS MOSCOW HAS ESTABLISHED THE PRODUCTION OF LABORATORY EQUIPMENT ENTIRELY FROM RUSSIAN COMPONENTS

The Proton plant, localized on the territory of SEZ Technopolis Moscow, has established the production of laboratory equipment with sensors of its own design, which are not inferior to foreign analogues. This was announced by Vladislav Ovchinsky, Head of the Department of Investment and Industrial Policy of the City of Moscow.

The new development of the Proton plant is used in the construction of contour scanners – special measuring devices for monitoring the contour and roughness of surfaces.

"Previously, foreign high-tech sensors were used in them. Now these devices consist entirely of Russian components that are not inferior to imported ones in terms of characteristics and do not increase the final price of the equipment. The company produces 70 units of laboratory metrological equipment of four types per year for scientific and educational institutions. Every year, orders are received from about 30 Russian enterprises," Vladislav Ovchinsky said.

In addition to scientific laboratories, the main customers of conturographs are oil and gas and nuclear enterprises, various plants. For example, producing pipes for the oil and gas production sector. Measuring the geometry of surfaces plays an important role in assessing the quality of structures and products. Usually, the accuracy of threading, turbine blade configurations and other machine-made parts are measured. Special measuring devices, including conturographs, are used to perform this task.

"Today, more than 30 residents of the Technopolis Moscow SEZ represent the microelectronics, optics and robotics industries. The amount of their investments in the first half of 2022 amounted to about 11 billion rubles. This is almost 15 times more than in January — June 2021, when the figure exceeded 700 million rubles. Recently, at a meeting of the Technoclub of the capital SEZ, the participants once again stressed that it is necessary to develop their own production of equipment, materials and components as soon as possible, strengthen existing capacities, attract all resources in order to strengthen the technological contour of the country as quickly as possible," said Gennady Degtev, CEO of SEZ Technopolis Moscow.

Laboratory equipment manufactured at the enterprise for scientific and educational institutions, scanning tunneling, atomic force and multimicroscopes, as well as profilometers and conturographs based on them for the analysis of surface nanostructures and geometry of the surface of solids have unique technical and operational characteristics that allow measurements both outside and inside parts at great depth, without the need destruction of parts with a measurement accuracy of less than 1 micron.

"Proton is currently doing a lot of work on import substitution in the radio-electronic industry. Now the company receives three or four orders for conturographs per year, as foreign equipment is presented on the market. However, if it is necessary to ensure technological sovereignty in this area, the plant is ready to produce laboratory equipment in much larger volumes," said Vladimir Loginov, the leading designer of Proton.

A resident of SEZ Technopolis Moscow has opened a customs control zone in Pechatniki site

The company EV MANUFACTURING RUS took advantage of the customs preferences that it received due to the status of a resident of SEZ Technopolis Moscow. At its industrial site in Pechatniki, the company organized a customs control zone. This was announced by the Head of the Department of Investment and Industrial Policy, Vladislav Ovchinsky.

"The manufacturer of electric trucks will become one of the first ten residents to organize a customs control zone in SEZ Technopolis Moscow. For resident companies, zero rates of customs duties and VAT apply when importing equipment, special equipment, components and raw materials. Last year, five residents of the capital's SEZ opened such zones and received a tax benefit of 143 million rubles. This year, four more residents took advantage of the preference," Vladislav Ovchinsky said.

The scientific and Innovative customs post of the Moscow Regional Customs inspected the facility and confirmed its compliance with the established requirements. The customs control Zone of EV MANUFACTURING RUS occupies more than 800 square meters. It is equipped in two workshops – electrical engineering and metalworking workshop. These production complexes have main and emergency exits equipped with access control and alarm information systems, artificial and emergency lighting, a video surveillance system, broadcast from which is output to the customs authority, as well as ventilation, fire extinguishing, and warning systems. The customs control Zone also has a special fence that excludes uncontrolled access to the goods placed inside it.

"The management company of SEZ of Moscow provides advisory and organizational support to enterprises planning to use the free customs zone. Residents are explained the requirements of the Federal Customs Service of the Russian Federation, help to form a package of documents and get permission to apply benefits. The standard period for its issuance from the moment of filing an application is no more than four months," said Gennady Degtev, CEO of SEZ Technopolis Moscow.

After obtaining permission to apply the procedure of a free customs zone, the company will receive an order from the Federal Customs service on the possibility of applying a preferential customs procedure on the territory of the SEZ. This will reduce the costs of importing high-tech equipment and reduce the cost of an electric cargo vehicle.

"The production of electric trucks is focused on the maximum use of Russian raw materials and components. But for the complete set of production lines, imported equipment is partially required. In total, about 30 pieces of equipment will be installed, including welding, turning, milling machines, including multi-axis high-tech metalworking machines, laser cutting units and electric motor production sites. Also in the electrical shop there will be a line for the installation of electrical circuit boards. Zero duty and VAT rates will reduce equipment costs by about a third. The estimated savings will amount to about 150 million rubles," said Ilya Rashkin, General Director of EV MANUFACTURING RUS.

The resident of SEZ Technopolis Moscow expanded the export of drugs for cosmetology

Since the beginning of the year, the resident of SEZ Technopolis Moscow, the Mesoformula company, has expanded the geography of its products' supplies to the countries of Transcaucasia and Central Asia. This was announced by Vladislav Ovchinsky, Head of the Department of Investment and Industrial Policy of the City of Moscow.

«A resident of the capital's SEZ, which produces drugs for aesthetic medicine, has expanded the geography of exports of injectable drugs and cosmetics. In 2022, the company began deliveries to Azerbaijan, Armenia and Uzbekistan. Now the company's products are exported to seven countries,» Vladislav Ovchinsky added.

Potential partners from Iran and Iraq are showing great interest in the products. In the future, the company plans to increase supplies in these areas and is already negotiating future contracts. «We export hyaluronic acid preparations for cosmetic injection procedures – mesotherapy and biorevitalization. These products help to improve the condition of the skin even with such serious diseases as acne, rosacea and alopecia. There are also drugs in the line to combat age–related involutional changes: facial wrinkles and hyperpigmentation,» said Nadezhda Kapleva, CEO of Mesoformula.

One of the advantages of the products of the resident of the SEZ Technopolis Moscow is the complex balanced formulations of drugs that are as close as possible to the biological structure of the skin. In addition, the effect of drugs is local, which means that it is effective in the field of application.

«Thanks to its own research and development and certification of products at the international level, the company is actively increasing exports. In 2019, the company began deliveries to Kuwait and Qatar. In 2021, the company delivered injectable drugs to Kyrgyzstan and Moldova and is now expanding cooperation with Middle Eastern countries. This is also facilitated by customs and tax resident benefits,» said Gennady Degtev, CEO of SEZ Technopolis Moscow.

The production site of the company Mesoformula is located in Pechatniki on an area of more than 1.5 thousand square meters. Until 2024, the company intends to invest about 250 million rubles in the development of its production in the SEZ of Moscow. This will create about 50 workplaces and bring the volume of products sold to 1 billion rubles in 2025.

The new resident of SEZ Technopolis Moscow began to produce plastic pallets

The new resident of SEZ Technopolis Moscow, the Legoplast company, has completed commissioning work at its enterprise and successfully released a trial batch of plastic pallets that can replace foreign analogues. This was announced by the Head of the Department of Investment and Industrial Policy, Vladislav Ovchinsky.

«Recently, another modern enterprise, Legoplast, received the status of a resident of the special economic zone of the capital. The company's capacities allow it to produce more than 400 thousand plastic pallets per year, which will reduce the share of such foreign products in the food, transport and warehouse industries, in the field of cargo transportation and storage. High–density low-pressure polyethylene, from which pallets are made, is also fully produced in Russia,» Vladislav Ovchinsky said.

Domestic industrial enterprises, wholesale bases, warehouse complexes, logistics centers, shops and marketplaces will become consumers of the products of the new high-tech production. Some forms of Legoplast pallets are unique and are objects of patent and license protection.

«The company has invested more than 200 million rubles in new production. About 50 workplaces will be created at the enterprise. Legoplast rents premises with an area of 1.1 thousand square meters in the SEZ. Thanks to the modern infrastructure of the Printers site, the company was able to focus on the production process and start producing products strictly on schedule,» said Gennady Degtev, CEO of SEZ Technopolis Moscow.

The service life of plastic pallets can exceed 10 years. Such products are not subject to atmospheric influences, they can be used at temperatures from -40 to +60 degrees Celsius.

«Wooden pallets are short-lived: they require constant repair, sometimes fungus, mold and protruding nails spoil the goods. At the same time, the plastic is not harmed by insects and high humidity, it is not susceptible to rotting. This is a material with which there are no difficulties during export: neither quarantine certificates nor phyto-processing are required for plastic pallets. One such pallet weighs significantly less than its wood counterpart, does not absorb moisture when stored outdoors. This makes it possible to significantly facilitate loading and unloading operations, reduce the cost of transportation,» explained Vladimir Shtylev, General Director of Legoplast.

The company's products are not only in demand on the market, but also environmentally friendly. Decommissioned old or broken pallets can be recycled into the same new unit, which significantly reduces the burden on the environment.

Due to the status of a resident of SEZ Technopolis Moscow, Legoplast receives support from the city. The company is exempt from paying land, property and transport taxes, the income tax rate for it has been reduced to two percent. In addition, customs duties are not levied on the goods imported by it.
