Technopolis Moscow SEZ resident selected 12 applicants for targeted training at universities
The prospects for the development of the rehabilitation industry in Russia were discussed at a traditional technoclub held at the Pechatniki site of the Technopolis Moscow special economic zone.
Challenges of the time
The growing need for rehabilitation equipment is closely linked to the development of high-tech industries. The MedTech and AssistTech areas are represented in the Technopolis Moscow SEZ by several companies. But how can the industry be stimulated to more active growth, the emergence of new rehabilitation products, what breakthrough technological solutions are manufacturers looking for to restore and improve the quality of life of people with disabilities, what needs to be done to motivate industrial companies to participate in projects at early stages associated with high risks? After all, the assistive technology market is quite young and dynamically developing. Like any growing organism, it needs support from the state and development institutions.
Domestic manufacturers have the capacity to cover the need for mass-produced serial products, basic components for prostheses. But in terms of the production of high-tech products with electronic components and products with individual characteristics, there is still much to strive for.
It was noted at the meeting that the list of critical industrial products was approved in March this year. The document consists of four large sections. One of them is related to technical means of rehabilitation. The essence of the document is, among other things, to identify products that are still being supplied from abroad, but at any moment these supplies can be stopped. The State and development institutions provide support for the replacement of such products.
There is also a decree of the Government of the Russian Federation "On confirmation of the production of industrial products in the territory of the Russian Federation" N719. If the manufacturer confirms that his products are domestic, then he can count on various support measures and preferences. For example, technical rehabilitation facilities are purchased at the expense of the federal budget through a tender, if a foreign company applies for the supply of products, then priority will be given to the Russian manufacturer.
The Ministry of Industry and Trade of the Russian Federation is currently forming a unified information system, where there will be a catalog of rehabilitation products. All Russian manufacturers will submit information about themselves. And the consumer, as planned, will be able to be informed about what Russian products are, look at analogues, understand where to purchase rehabilitation products.
It was also noted that the existing strategy for the development of the rehabilitation industry until 2025, taking into account new challenges, needs to be finalized. The meeting participants did not rule out that the strategy will be extended until 2030.
Three steps to progress
Yulia Shcheglova, Head of the Digital Medicine and Rehabilitation department at the Skolkovo Foundation, told the participants of the technoclub about the support of startups.
"We have more than 700 startups in the biomedical technology center. Several dozen projects can be attributed to rehabilitation. Our startups include tax exemptions, customs privileges, and grants," Yulia Shcheglova listed.
Andrey Davidyuk, resident of the Technopolis Moscow special economic zone, CEO of the Motorika company, said at the technoclub that for the progress of the Russian rehabilitation industry it is necessary to work ... for export!
"Our products are represented in 17 countries. When you start selling for export and encounter global leaders in a foreign market, then you definitely start thinking differently: who is your product for, what is your product? When you start making progress in the foreign market, it becomes noticeable that you are ahead of everyone in Russia. This is the first one. The second is protectionism. You can enter foreign markets when you sell, produce, and have a market share in Russia. The third is a guaranteed order of products from the state for 3-5 years, but with a guarantee from the company that it will not withdraw dividends for three years, but invest them in capacity growth, R&D," said Andrey Davidyuk.
He is confident that under such conditions, many companies will form their investment programs.
The technoclub ended with informal communication between the speakers and representatives of residents and companies of the Technopolis Moscow special economic zone, exchange of contacts and agreements to work out the voiced issues.

Mikron Plant, a resident of the Technopolis Moscow special economic zone, has selected 12 applicants for targeted studies at leading technical universities of the country. The enterprise will pay them an additional monthly stipend, and for the diploma with honors they will receive a one-time payment of 50 thousand rubles. This was announced by Gennady Degtev, General Director of SEZ Technopolis Moscow.
The format of targeted training is one of the effective ways of training personnel, including those in short supply, for specific enterprises. Even before enrolling in a higher education institution, an applicant concludes an agreement with the company, under which he or she is guaranteed a budget place in the educational institution, support measures from the future employer, as well as employment after receiving a diploma. In turn, the student is obliged to fully master the educational program and work out his contract at the company.
"The demand for engineering and technical specialists and skilled workers remains high. This also applies to microelectronics manufacturers, which are now actively replacing imported products on the Russian market. For example, the resident of SEZ Technopolis Moscow in the first half of 2023 created 121 additional jobs, which is 2.6 times more than in the same period last year. It takes five to six years to train one specialist in the field of microelectronics. Therefore, targeted training, where students are initially oriented to the employer's production, will help to reduce the training period, and the company is guaranteed to get young professionals", - said Gennady Degtev.
73 school graduates from 25 regions of the country took part in the competition for target training from the plant. As a result, the contracts were concluded with 12 applicants, who were enrolled in the supporting higher education institution of SEZ Technopolis Moscow - NIU MIET, as well as in the Russian Chemical Technology University named after D. I. Mendeleev.
As a support measure, the company will pay the target students an additional monthly stipend during the entire training, and for a diploma with honors they will receive a one-time payment of 50 thousand rubles. Mentors and experts of the enterprise will be involved in the educational process to form an individual professional trajectory of young specialists.
"The profession of an engineer in the microelectronics industry is in demand today more than ever - the knowledge and talents of specialized specialists determine the development of production and technological sovereignty. Target recruitment helps to solve the problems of attracting professionals to high-tech enterprises", - said Gulnara Khasyanova, General Director of Mikron JSC.
The plant has been a resident of the SEZ Technopolis Moscow since 2015 and annually ranks among the leaders in terms of economic indicators. The enterprise, which employs over 1.6 thousand people, actively accepts students for industrial practice. Since the beginning of the year, 25 novice specialists have undergone internships here, five of whom were subsequently employed.

Technopolis Moscow SEZ resident manufactured components for the Superjet 100 aircraft
The prototype of the Russian short-haul Superjet-100 aircraft with import-substituted components made its maiden flight in Komsomolsk-on-Amur at the end of August. One of the participants of the import substitution program was the company - resident of the special economic zone (SEZ) Technopolis Moscow, which manufactured and supplied high-precision platinum temperature sensors necessary for the operation of the aircraft systems. This was reported by Vladislav Ovchinsky, Head of the Department of Investment and Industrial Policy, which is part of the Complex of Economic Policy and Property and Land Relations of the capital.
The supply of components for the Superjet-100 short-range aircraft in the modification with maximum import substitution of components and systems was made to fulfill the state contract for research and development (R&D) concluded between the Ministry of Industry and Trade of Russia and Irkut Corporation PJSC.
"Termico supplied 740 high-precision platinum temperature sensors. This is a universal development that can be used for any type of aircraft, missiles and other equipment in accordance with the declared technical characteristics. The work of the sensors is ensured by a platinum temperature-sensitive measuring element. The company makes it according to its own process, using only domestic platinum wire," said Vladislav Ovchinsky.
The main difficulty in the development and production of such measuring instruments is the need to ensure maximum reliability, high accuracy and stability, as well as reliability of measurement results. These criteria are met by the metrological characteristics of platinum.
"As part of the work, about 40 aircraft systems and units were replaced with domestic analogs. One of the participants of the program became a resident of the SEZ "Technopolis Moscow". The company has been developing, testing and debugging the technology of serial production of these elements for 30 years," said Gennady Dyogtev, Director General of SEZ Technopolis Moscow.
The development is highly accurate with measurement error up to the maximum possible according to GOST and a wide range of measured temperatures reaching values from minus 196˚C to plus 500˚C.
At the end of 2022, the company completed the full cycle of construction and received a permit to commission a new building on the site Alabushevo SEZ Technopolis Moscow. This allowed the company to enjoy tax benefits available to all residents producing their products in the SEZ of the capital.

More than 115 companies discussed the prospects of photonics at the Technopolis Moscow SEZ Technoclub
Over 140 representatives from more than 115 manufacturing companies and scientific organizations participated in the Technopolis Moscow Special Economic Zone (SEZ) Technoclub dedicated to the prospects of photonics development in Russia. The participants discussed the problems of new materials and technologies. Today more than 20 companies of the special economic zone of the capital are engaged in the development and production of photonics products. This was reported by Gennady Degtev, Director General of SEZ Technopolis Moscow.
Photonics produces products and technologies that use light rather than electric signals to transmit information or energy, which allows increasing the speed of data processing and transmission more than 100 times. This will ensure the development of dozens of useful services, such as next-generation telecommunications, unmanned public transport, telemedicine with the possibility of remote robotic operations, and global automation of production.
"Last year, Moscow created a cluster of photonics and microelectronics, which included more than 50 leading companies, of which 24 are residents and tenants of SEZ "Technopolis Moscow." The cluster's products are in demand on the market, but for the accelerated development of photonics it is important to establish links between scientists, engineers, business representatives and the state. Organization of such discussion platforms as Technoclub allows the market to join efforts in search of trendy, commercially successful directions, as well as to set the tone for new research", - said Gennady Degtev, Director General of SEZ Technopolis Moscow.
The Technoclub on photonics of the special economic zone of the capital was attended by representatives of over 115 Moscow and federal organizations. The speakers of the discussion were leading experts and specialists of the industry - Director of the Institute of Physics of Herzen State Pedagogical University Alexander Kolobov, Head of the Laboratory of FIAN Sergey Kudryashov, Chief Researcher of IONKh RAS Sergey Kozyukhin, Deputy Head of IPLIT RAS Andrey Lotin, Head of the Laboratory of MISIS Vadim Kovalyuk, Associate Professor of Skoltech Sergey Dyakov and others.
Technoclub participants came to the conclusion that the main world photonics trend, which has commercial success today, is optical telecommunications, allowing to dramatically increase the speed of information transmission, as well as quantum encryption. The experts supported the opinion of business representatives that the development of photonics requires government support, following the example of offset contracts, which Moscow began to conclude with pharmaceutical companies during the pandemic. This form of cooperation is also very interesting for microelectronics manufacturers.
"Photonics in Russia is in a growing state - the main market players have been involved in this area for the last eight to nine years, which is a very short period of time by the standards of basic science. Many researchers and developers have started to move into the applied part of photonics, developing photonic integrated circuits and various optical devices. However, the level of localization in these developments is not always high. Now, under the guidance of the Moscow government, a plant for the production of photonic integrated circuits is being built in Zelenograd, and this will become a driver of the domestic photonics market," said Evgeny Goldenberg, head of the Moscow Photonics Center.
The partner of the Technoclub was the National Research University MIET - Russia's leading technical university in the field of high technologies, a leader in training specialists in the field of micro- and nanoelectronics, telecommunications and information technologies.

Vladimir Efimov: SEZ Technopolis Moscow companies increased investments in their development by 1.2 times in the first half of the year
In the first half of 2023, residents of the special economic zone (SEZ) Technopolis Moscow invested over 20 billion rubles in their development. This is 1.2 times higher than the figures of the same period last year. This was reported by Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.
The special economic zone of the capital is developing, among other things, thanks to the cluster approach. Now the clusters of photonics and microelectronics, electric vehicle construction and pharmaceutical cluster, as well as the Federal Center for Unmanned Aerial Systems are effectively working here.
"Since the beginning of the year, residents of Moscow SEZ have invested 20.8 billion rubles in their development. The leaders in terms of investment in the first half of 2023 were microelectronics manufacturers - they invested about 12 billion rubles in their production. Companies in this industry produce more than 50 percent of all products manufactured in the capital's SEZ. The activity of investors is explained by the high demand for domestic microelectronics and photonics, which requires expansion and modernization of production facilities and increasing the number of jobs," explained Vladimir Efimov.
Significant financial investments in production were made by companies of the pharmaceutical cluster.
"Since the beginning of the year the enterprises of SEZ Technopolis Moscow, producing medical preparations, have invested 6.5 billion rubles in their development. A significant role in the inflow of investments into the pharmaceutical industry of the capital is played by the realization of offset contracts. So, with three leaders on investments of SEZ of the capital - companies R-Opra, Biocad and Velpharm-M - the city has concluded offset contracts, that requires from them to invest funds in production and creation of new workplaces", - has specified the head of Department of investment and industrial policy, which is a part of the Complex of economic policy and property and land relations of the capital, Vladislav Ovchinsky.
Today in SEZ Technopolis Moscow there are more than 200 companies that produce high-tech products - from microchips to medicines, of which more than 90 have resident status.
"For the last three years Technopolis Moscow SEZ has become the leader of the rating of investment attractiveness of Russian industrial parks and special economic zones of the country. Specialists highly appreciate the level of customer focus, organization of favorable conditions and complex functional solutions for the implementation of business tasks," summarized Gennady Degtev, General Director of SEZ Technopolis Moscow.
Earlier, the Mayor of Moscow Sergey Sobyanin reported that for the entire period of the Special Economic Zone of the capital, the companies working there have invested over 140 billion rubles in their production. This allowed the companies to create more than 15.5 thousand jobs.

Teams from Technopolis Moscow SEZ will take part in a friendly mini-football tournament
Eight Zelenograd enterprises of the special economic zone (SEZ) Technopolis Moscow will take part in a friendly mini-football tournament, which will start on September 9. It was initiated by the Proton plant. The winner will be determined by the results of the superfinal on October 15. This was reported by the general director of SEZ Technopolis Moscow, Gennady Degtev.
"The tournament was co-organized by the management company of the special economic zone of the capital. In June this year the competition was held on the site Pechatniki, this time - in Zelenograd. The tournament will be held outside our sites, but in October the teams will be able to meet on the soccer field, which will appear on the site Alabushevo. We are developing the corporate culture of the enterprises whose production facilities are located in the SEZ," said Gennady Degtev.
The teams of Proton Plant, Submicron, NM-Tech, Velpharm, MIET University and others will take to the field. In total, eight enterprises will take part.

Technopolis Moscow SEZ resident supplied more than 2.5 thousand thermal converters for the heating season
The company - resident of the special economic zone (SEZ) Technopolis Moscow within the framework of the program of preparation for the winter heating season 2023-2024 supplied more than 2.5 thousand sets of platinum thermal converters for the needs of the housing and utilities sector of the capital. These measuring instruments are designed to work as part of commercial heat metering devices. This was reported by Vladislav Ovchinsky, head of the Department of Investment and Industrial Policy, which is part of the Complex of Economic Policy and Property and Land Relations of Moscow.
"A resident of the capital's SEZ - the company TERMICO - has supplied more than 2.5 thousand devices for measuring temperature readings. They measure the temperature difference in the direct and return flow of the heat carrier with an accuracy of 0.05 degrees, which makes it possible to achieve a high degree of energy efficiency of the city's heating sector. In the first half of 2023, the company produced almost 14.8 thousand sets of platinum technical difference thermometers, which is 36 percent more than in the same period last year," said Vladislav Ovchinsky.
The basis of a thermal converter is a sensitive measuring element. The company makes it by its own unique technological process from fully domestic platinum wire. This is the only serial production of such measuring elements in the country.
"At the end of last year, the company completed the full cycle of construction and received a permit to commission a new building on the site Alabushevo SEZ Technopolis Moscow. This gave the company the right to enjoy tax benefits available to all residents of the capital's SEZ. We expect that the effect of investments in our own infrastructure will improve the already high financial performance of the company," said Gennady Dyogtev, General Director of Technopolis Moscow SEZ.
The company's revenue for the first half of 2023 amounted to about 73.9 million rubles. The application of benefits received together with the resident status of the SEZ Technopolis Moscow will significantly increase this amount by the end of the year, according to the company. The funds saved due to the benefits will be used by the company for the development and scaling of production.
About two-thirds of all commercial heat metering devices installed in Moscow's housing stock have components manufactured by a resident of the Moscow SEZ. In addition to the capital, the company has signed a number of agreements under which products are shipped to St. Petersburg, Novosibirsk, Yekaterinburg and other cities.

Technostaging: How SEZ Technopolis Moscow helps students and enterprises find each other
Students are looking for jobs where they can apply their knowledge and realize their talents, and companies are looking for young and progressive specialists. The Technopolis Moscow project helps them find each other. The search for the first internship and job is often accompanied by stress: where to go, how to impress at the interview, how not to make mistakes on the first working day? And what to do if everywhere you need specialists with experience?
The city project Technostaging solves this problem. Its goal is to help students of universities and colleges to get practical training in leading companies and acquire new skills, and enterprises to find young and promising employees.
In 2021, the special economic zone (SEZ) Technopolis Moscow helped organize internships for 240 university and college students in its resident companies. The program proved to be so in demand that in 2022 the Technostaging project was opened. Since its launch, more than 800 students have participated in it and gained experience at the technopolis' enterprises.

Today in Moscow summarized the results of the Best Industrial Design of Russia award in three nominations: Design Product, Design Prototype and Audience Award. Ceramic plate of the resident of SEZ Technopolis Moscow is 10 times more efficient than foreign carbide plate
Moscow enterprises are increasing production and creating innovative products for key industries. For example, one of the residents of Technopolis Moscow SEZ has developed a unique ceramic plate. This metal-cutting tool processes materials 10 times faster than foreign analogs made of hard alloys, which allows reducing the cost of production. This was announced by the Mayor of Moscow Sergey Sobyanin.
"Such plates are necessary for engine building enterprises. They may also be in demand in the rocket and space industry, transportation, ship and power engineering and medicine," said Sergei Sobyanin.
The experimental work within the framework of the tests involved turning five 120-millimeter sections with each of the tools. As a result, the total time spent on the tests, when using the ceramic insert, amounted to only 60 minutes. Using the carbide tooling previously used in the production facility took more than 13 hours to complete the turning of the steel part.
In the tests, the carbide insert was not even sufficient to turn one 120-millimeter section of the heat-resistant steel part. At the same time, the ceramic insert outlasted its life by machining two and a half such sections. The resistance of the edge of the tool made by the SEZ resident of the capital also turned out to be higher: it withstands 1/3 of the section, against 1/5 when turning with a carbide analog.
"Today, ceramic inserts are predominantly made to order. For a number of operations, ceramic inserts show particularly high efficiency compared to carbide. Due to the withdrawal of foreign companies, the production of ceramic wafers will be particularly in demand, allowing manufacturers themselves to choose the most suitable and efficient products for their facilities," shared Pavel Reshetov, CEO of Microbor.
The efficiency and sustainability of the development, as revealed by the test results, will significantly reduce machine operation time, which in turn will lead to a significant reduction in production costs. The wide range of applications of ceramic tools will allow them to occupy their own niche without displacing carbide inserts.

The production complex is located on the site of Alabushevo. This was reported by the head of the Department of investment and industrial policy, which is part of the Complex of economic policy and property and land relations of the capital, Vladislav Ovchinsky.
"The company has rented premises at the Alabushevo site with a total area of more than 1.2 thousand square meters. The first production line has already been launched, the second one is planned to be opened in early 2024. The volume of investments made in the purchase of equipment amounts to more than 151 million rubles. The level of production localization exceeds 62 percent", - said Vladislav Ovchinsky.
The company will produce several types of video cameras, video recorders, auxiliary equipment and housings for its devices at the Alabushchevo site. The resident's products can be used in security systems of enterprises, organizations and households.
"Already today, the production of video recorders is deployed on a scale that allows for the annual production of more than 30 thousand units. It is planned to reach full design capacity in the first quarter of 2024. The company has created 22 high-tech jobs, and in the future their number is planned to increase to 54", - said the Director General of SEZ Technopolis Moscow Gennady Degtev.
By 2028, the new resident plans to produce up to 500 thousand video cameras per year, and the output of video recorders by that time should reach the figure of 80 thousand annually.
"One of the significant goals of the company is to increase the level of production localization. Now we are at the stage of searching for partners and concluding relevant agreements under which we will be supplied with the necessary parts. We plan to start independent production of camera and recorder housings, as well as some electronic components of video systems in the future," said Igor Oleinik, General Director of the company.
