"Technopolis Moscow" Special Economic Zone Recognized as the Most Effective in Russia

The Special Economic Zone (SEZ) “Technopolis Moscow” took first place in the ranking of the Ministry of Economic Development of Russia among SEZs of the technology‑innovation type based on the results of 2025. The capital’s site achieved the maximum 100% efficiency both for the reporting year and for the entire period of its operation. This was announced by Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.

“With the city’s support, the special economic zone of Moscow has become the main industrial platform for the capital’s and Russia’s high‑tech sector.” Here, over 240 enterprises produce strategically important products — the latest‑generation medicines, medical equipment, microelectronics and photonics, and new materials. In 2025, investments in the development of the site amounted to 493 billion rubles. The capital’s special economic zone of the technology‑innovation type also became the only such zone to reach the maximum in both annual and cumulative indicators,” noted Maxim Liksutov.

The final assessment of the capital’s special economic zone is based on the maximum values of all five calculated components: resident activities, budget profitability, management, planning quality, and contribution to national goals..

The Ministry of Economic Development of Russia evaluated 53 existing special economic zones, seven of which belong to the technology‑innovation type. In 2025, 60 new residents were registered across all sites, with 20 of them located in the Technopolis Moscow SEZ. Currently, more than 240 companies are operating on its territory, 129 of which have resident status.

“The mechanism of special economic zones continues to demonstrate its effectiveness as one of the key tools of state policy for regional development and attracting investment. Every ruble of public investment in the SEZ infrastructure attracted almost seven rubles of private investment. And in 2025, this ratio was 1 to 8.6. The positive dynamics are due to the achievement of key performance indicators for the SEZ.” At the same time, infrastructure development continued and its utilization rate increased, which had a positive impact on the final comprehensive assessment of efficiency,” noted Svyatoslav Sorokin, Deputy Minister of Economic Development of the Russian Federation, who oversees regional development issues.

Products of Moscow’s SEZ enterprises are regularly supplied to regions of Russia — from the Kaliningrad Region to the Far East. Inspection equipment produced in the capital is used at airports, railways, and energy facilities across the country. Portable medical devices for emergency care are supplied to ambulance services and hospitals in more than 50 regions. Composite materials and structures are used in the construction and reconstruction of bridges, overpasses, and hydraulic structures in dozens of regions. And the digital educational equipment developed by a resident of the special economic zone helps schoolchildren and preschoolers learn natural sciences in 73 regions.

The Technopolis Moscow special economic zone will celebrate its 20th anniversary in 2026. Over the past two decades, the project has transformed from a launchpad for innovative projects into a key hub for domestic industry and a magnet for companies that define Russia’s technological sovereignty. Today, production of more than 240 high‑tech enterprises representing strategic areas such as microelectronics, instrument engineering, biomedicine, IT, and robotics is localized across 10 sites of the Technopolis Moscow SEZ, with a total area of 430 hectares.

Moscow is actively developing its investment climate and industrial potential. Thanks to urban solutions, labor productivity and production efficiency are increasing. The activities carried out as part of this contribute to the implementation of the national project “Efficient and Competitive Economy.”
