A billion for science: a resident of Moscow’s special economic zone has increased its investment in research and development 11‑fold

A resident of the special economic zone (SEZ) “Technopolis Moscow,” which produces optoelectronic devices for high‑speed fiber‑optic communication, increased its investments in research and development (R&D) 13‑fold in the first quarter of 2026. This made it possible to increase the volume of high‑tech production by 1.1 times, said Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.

“On the instructions of Moscow Mayor Sergei Sobyanin, the city is actively supporting the development of knowledge‑intensive industries. Residents of the capital’s special economic zone receive a wide range of benefits and preferences, which allows them to allocate the funds they save to the development of their enterprises and scientific research. For example, in the first three months of 2026, one of the companies invested 718 million rubles in R&D. The total volume of investments in the creation of new products since the start of operations in the SEZ has exceeded 930 million rubles.” The resident has already launched pilot‑scale production of Russia’s first high‑speed optical transceiver for the Russian telecom sector. The product is based on photonic integrated circuits, which are also manufactured in the capital — at the Moscow Photonics Centre,” noted Maxim Liksutov.

The Neoros company develops and manufactures optical transceivers — devices that are installed in network equipment and are responsible for data reception and transmission. They are needed by telecom operators, banks, and government agencies.

The company produces transceivers with data transfer speeds of up to 800 Gbit/s. This is the standard for large data centers around the world. One such channel is capable of transmitting eight million 8K streaming videos simultaneously without delays. The devices are manufactured on a new automated line, which was previously launched by Moscow Mayor Sergei Sobyanin. Its main feature is the use of chip-on-board technology, in which the chip is mounted directly onto the board without a housing, which increases the density of the layout.

At the same time, the company is developing equipment for spectral multiplexing. The technology allows several independent channels to be transmitted over a single fiber at different wavelengths. As a result, the bandwidth increases without the need to lay new cables.

The Technopolis Moscow Special Economic Zone will celebrate its 20th anniversary in 2026. Over two decades, the project has transformed from a launchpad for innovative projects into a key hub for domestic industry and a magnet for companies that define Russia’s technological sovereignty. Today, production of more than 240 high‑tech enterprises representing such strategic areas as microelectronics, instrument engineering, biomedicine, IT, and robotics has been localized across 10 sites of the Technopolis Moscow special economic zone, with a total area of 430 hectares.

Moscow is actively developing its investment climate and industrial potential. Thanks to urban solutions, labour productivity and production efficiency are growing. The activities taking place as part of this contribute to the implementation of the national project “Efficient and Competitive Economy”.
