Sobyanin noted Moscow's role in achieving the national goal of technological leadership

A modern infrastructure is being actively created in the capital to accommodate high-tech industries. This allows us to increase production volumes in such areas as microelectronics, unmanned aircraft systems, energy technologies, and others.

Today, there are already 13 million square meters of industrial space of good quality in the capital. This figure is planned to be increased, Sergei Sobyanin said at a meeting with Vladimir Putin, during which he reported on the main results of the socio-economic development of the capital and plans for the implementation of national projects in the coming years.

In the coming years, with the support of the city authorities, it is planned to practically double the industrial infrastructure to 25.3 million square meters. For this purpose, 12.2 million square meters of new buildings and other production facilities will be built in the city.

"In 2010, we had about 10 million square meters of industrial space, in principle, many of them are not the best. Today there are already 13 million, and these are not bad areas. And we expect to practically double the volume of industrial space in the coming years — by 2032," Sergei Sobyanin said.

The capital's enterprises play an important role in achieving the national goal of technological leadership. First of all, in such industries as unmanned aircraft systems, aerospace activities, microelectronics, means of production and automation, ensuring transport mobility, new materials and chemicals, new nuclear and energy technologies, new technologies for saving the health of citizens.

"We set ourselves the task of becoming the first pharmaceutical company in the country in the next four to five years. There are all the reserves, a whole cluster of pharmaceutical enterprises. If you look at examples of such enterprises, this year we have introduced enterprises in the field of photonics, microelectronics, pharmaceuticals, shipbuilding, and a number of fairly large—scale industries," Sergei Sobyanin added.

The key condition for success was the creation of a modern infrastructure for industrial production facilities. In addition, the Moscow Government offers enterprises a wide range of support measures: providing land for the construction of production facilities at a minimum rental rate of just one ruble per year, compensation for interest on investment loans, as well as tax and other benefits.

"A number of programs are working. This is the development of our economic zone, plus all developers are interested in developing and creating jobs, there is a special one — this is according to federal law. We also dictate to developers how many jobs should be created for industrial enterprises. Through several of these programs, the city's industry is essentially being recreated, and not only is the previous level being reached, but we are moving forward," Sergei Sobyanin said. By 2030, the share of high-tech sectors in the revenue of enterprises whose production facilities are located in Moscow will grow from the current 38 to more than 50 percent. In 2020, this figure was 30 percent.

In 2025, 850 thousand square meters of new production buildings were commissioned. Among the most important facilities:

— The National Space Center named after the world's first female cosmonaut V.V. Tereshkova is a new management and development center for the domestic space industry;

— The Moscow Photonics Center, a resident of the Technopolis Moscow Special Economic Zone (SEZ), is a unique factory for the serial production of photonic integrated circuits (the first in the world to combine three technologies), which will provide a component base for the production of high—speed and low-energy telecommunications equipment;

— Generium-Next, a resident of Technopolis Moscow SEZ, produces complex medicinal genetically engineered drugs based on Russian substances for patients with orphan and other socially significant diseases;

— Moscow Machine—building Plant "Speed" (PJSC "Yakovlev"), a resident of the SEZ "Technopolis Moscow", - production of aluminum and titanium alloy components for aircraft MS-21-310, Superjet 100, Tu-214, Il-76MD-90A / Il-78M-90A;

— Labs 1440 (Bureau 1440), a resident of the Technopolis Moscow SEZ, is the developer and operator of the Russian low—orbit satellite constellation, which will provide broadband Internet access with minimal delay anywhere in the world;

— The Moscow Shipyard is Russia's largest full—cycle production of electric vessels for regular, sightseeing and tourist transportation;

— Monarch Combine of Innovative Technologies (Monarch Group of Companies), a resident of Technopolis Moscow SEZ, is one of the world's largest manufacturers of large—size modules for the construction of buildings, including housing under the renovation program;

— S.P. Gelpik is a manufacturer of Russia's first magnetic resonance imaging machine for examining human limbs, as well as X—ray diagnostic equipment.

The following key production facilities are scheduled to be completed or put into operation in 2026:

— Renera Battery Factory (Rosatom State Corporation), a resident of Technopolis Moscow SEZ, — products for electric vehicles and stationary electric power storage systems;

— the photomask Center, Technopolis Moscow SEZ, is Russia's first photomask factory with a topology of up to 90 nanometers and the prospect of reducing topologies to 28 nanometers;

— Moscow Microelectronics Testing Laboratory, Technopolis Moscow SEZ, is Russia's first comprehensive laboratory for testing electronic components and ultrapure chemical microelectronics materials, which will combine 12 main types of tests (up to 70 percent of the industry's needs);

— Electronic Components (Itelma Group), a resident of Technopolis Moscow SEZ, is Russia's first large—scale production of printed circuit boards;

— Artsellens (Promomed Group of Companies), a resident of Technopolis Moscow SEZ, produces medicines, including those based on monoclonal antibodies;

— Velpharm, a resident of Technopolis Moscow SEZ, produces drugs for the treatment of chronic renal failure, respiratory tract diseases, cardiological, oncological and other diseases.

In addition, it is planned to complete the construction or commissioning of a number of other critically important production facilities for medicines, medical equipment and electric vehicles.

In addition to improving infrastructure, the most important prerequisite for the development of industry is the training of qualified personnel.

In order to achieve the national goal of sustainable and dynamic economic development, the Moscow Government is systematically working to modernize secondary vocational education, during which:

1. The content of 90 percent of educational programs has been updated. The rest will be updated in the next one to two years.

The programs stipulate that at least 70 percent of the study time is devoted to practical training. During their studies, students master two to four professions (basic and related).

Upon graduation, graduates receive certificates of assignment of a grade not lower than the third, which allows them to be involved in the production process without additional training.

2. A partnership has been established with future employers who provide places for practical training, participate in determining the content of curricula and taking qualification exams.

More than 3.8 thousand state and commercial companies have become partners of Moscow colleges, including Rostec Group of Companies, Moscow Metro, Moscow United Energy Company, Almaz-Antey East Kazakhstan Region Concern, Glavstroy, MGTS, Rostelecom, Mosgortrans, Sber, Gazprom and others.

3. In 2023-2025, about 1.5 thousand workshops and laboratories were created and renovated. They were equipped with the same equipment as at the best enterprises in the city.

In 2026-2027, it is planned to update about 300 more workshops annually. In total, about 2050 laboratories and workshops (100 percent) will be re-equipped.

Major repairs of three college buildings are underway for 8,5 thousand students — future specialists in the field of vehicle repair, finance and digital media industries. The work is scheduled to be completed in 2027.

4. Four flagship practical training platforms have been created, designed for in-depth practical training of students from different colleges:

— Rudnevo, the flagship center for practical training of Moscow colleges (three thousand people per year);

— practical training center for mechanical engineering on the basis of Technopolis Moscow SEZ in Pechatniki (1.5 thousand people per year);

— the center for "Professions of the Future" in Printers (15,000 people per year);

— practical training center "North" (900 people per year).

Sergei Sobyanin highlighted the program for the construction of innovative colleges designed to train more than 60,000 students.

"We have created four such centers and have planned the construction of seven more colleges in different districts of Moscow. We decided to make these colleges no longer utilitarian, but to make colleges that would, firstly, decorate the city buildings, and secondly, the quality of technology would not be inferior to university sites," said the Mayor of Moscow.

Among them are colleges in the fields of industry, transport, construction, creative industry, information technology, healthcare, hospitality and others. In terms of architecture, facilities, and educational opportunities, the new Moscow colleges will be at the level of the best university campuses in the country.

The modernization of secondary vocational education is already having an effect: 95 percent of college graduates successfully find a job in their profession in the first year after graduation, and a third of students start working during their studies. In total, they have access to more than 150 sought-after professions and specialties.
