The second objective of the Moscow Industrial Development Strategy is to provide businesses with the incentives and necessary support to create new production facilities.
Five major programs will play a key role in the coming years.
First, offset contracts guarantee companies long-term orders for their products in exchange for investments in production expansion and development.
Since 2017, Moscow has signed 36 offset agreements covering the production of pharmaceuticals, traction batteries for electric vehicles, elevators, compact municipal vehicles, public transportation equipment, and other strategically important products.
Production has begun under nine contracts. The city receives medications for the treatment of oncological and autoimmune diseases from BIOCAD, anti-inflammatory, hypoglycemic, antihistamine, and cardiac medications from Velpharm-M, and food products for milk distribution centers from the Lianozovo and Tsaritsynsky Dairy Plants.
A plant producing components for municipal vehicles is under construction, as is the second phase of the Velpharm-M pharmaceutical plant. A turnstile equipment manufacturer, a manufacturer of public transport ticket vending machines, and other high-tech enterprises are preparing to launch production.
The second program is large-scale investment projects. Land plots are provided at a preferential rate of 1 ruble per year in exchange for the investor's commitment to build a new production facility.
To date, 10 modern industrial facilities have been built, creating over 4,000 jobs. These include enterprises in the automotive, food, and construction industries, furniture and elevator equipment manufacturing, and industrial technology parks.
By 2030, thanks to the Moscow Industrial Initiative, over 100 new industrial facilities with a total area of approximately 4 million square meters are expected to open in the city. These facilities will provide employment for approximately 60,000 people.
Third. To create sites for the localization of high-tech manufacturing in Moscow, a program is underway to designate Moscow's priority investment projects (PIPs) for technology parks. Currently, there are nine such PIPs in Moscow, three of which were completed this year.
PIP status allows investors in future property developments to reduce their regional tax burden by up to 25%. The property tax rate is reduced to zero, land tax to 0.7% of the accrued amount, and the rental rate to 0.01% of the cadastral value of the land. Investment tax deductions of up to 90% of the costs of creating a capital construction project and/or equipping the site are available through the regional portion of the income tax (13.5% instead of 17%).
In 2025, a new organization, JSC "Directorate of Technological Infrastructure of Moscow," was established and is successfully operating. The directorate focuses on supporting investment projects for the creation of technology parks and ensuring that these sites are filled with residents from the technology business community.
Fourth. Established in 2012, the Moscow Fund for the Support of Industry and Entrepreneurship operates on a one-stop shop principle, actively collaborating with Russia's largest banks.
The Fund offers businesses compensation of up to 50% of the Central Bank's key interest rate on new or existing loan agreements. The term of financial support can be up to five years, and the maximum loan amount eligible for compensation is up to five billion rubles.
Thanks to the Fund's support, more than 2.1 million square meters of industrial infrastructure will be built in the capital, more than 1,300 units of large-scale production equipment will be purchased, and approximately 50,000 jobs will be created.
For example, Plasma-Next, a resident of the Technopolis Moscow SEZ, secured a 5 billion ruble preferential investment loan for the construction of a new high-tech facility at the Alabushevo site, covering over 53,000 square meters and producing products from human blood plasma.
The well-known Moscow factory Svoboda secured 520 million rubles in loans, including 100 million rubles for the completion of a new industrial complex in northeast Moscow. The facility will create approximately 400 jobs and purchase new equipment. The company will produce up to 400 cosmetics, many of which were developed in its own research center.
The fifth program is to stimulate the creation of employment opportunities. Residential complex developers receive tax breaks on their payments to the city budget in exchange for their commitment to construct commercial and social facilities. This program includes the construction of office and business centers, shopping centers, schools, kindergartens, clinics, and sports complexes. However, industrial facilities also make up a significant share.
In total, the MPT program plans to build at least 30 industrial facilities, which will provide more than 22,300 jobs. The first six enterprises, with a total area of 253,000 square meters, have already been commissioned. Their sites house production facilities for medical equipment, veterinary pharmaceuticals, industrial and IT equipment, microelectronics, professional cosmetics, and construction products. These projects have already created more than 5,100 new jobs.
For example, the construction of the Alabushevo industrial technology park at the Technopolis Moscow special economic zone will create approximately 2,500 new jobs. The first phase of the technology park, consisting of three production buildings with a total area of approximately 50,000 square meters, has already been commissioned, and construction of the second phase is underway.
The Butovo industrial park, with a total area of over 50,000 square meters, has been commissioned in the Southwestern Federal District. The project has created approximately 1,800 jobs. Residents produce professional skincare cosmetics, pressed cardboard products, IT equipment, humidification and air conditioning systems, and X-ray diagnostic equipment.
