The medicines were produced through a full-cycle process, including the use of Russian pharmaceutical substances, said Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.
As part of its offset agreements, the company will establish the production of medicines for 63 international nonproprietary names (INNs), including five percent from the list of vital and essential drugs.
“Since 2023, the city has signed two offset supply contracts with Velfarm-M. Under the first one, the plant will deliver medicines under 20 international nonproprietary names, some of which are already being supplied to Moscow hospitals. The second offset supply contract provides for the delivery of anti-glaucoma, antitumor, analgesic, antidepressant, and neuroleptic medicines under 43 INNs. Shipments are scheduled to begin in 2027. In total, these offset projects will create about 2,600 new jobs at the enterprise,” said Anatoly Garbuzov, Minister of the Moscow Government and Head of the Department of Investment and Industrial Policy.
The total area of the company’s clean production facilities exceeds 15,000 square meters. The first stage of the pharmaceutical plant was launched in January 2023.
According to the company’s press service, production has already begun under the offset supply contract for Albendazole chewable antihelminthic tablets, Oxcarbazepine antiepileptic tablets, and Saxagliptin and Glimepiride tablets used for endocrine disorders. For the first time in Russia, these medicines are being manufactured through a full-cycle process using domestically produced pharmaceutical substances.
Since 2017, the Moscow Government has signed 35 offset supply contracts covering the production of medicines, medical devices, food products for milk distribution centers, urban improvement elements, traction batteries for electric transport, compact electric utility vehicles, elevator equipment, and other goods. The total procurement volume under these contracts exceeds 700 billion rubles. Together, they will create over 9,000 new jobs, with total investment in production development exceeding 126 billion rubles.
Under nine of these offset supply contracts, investors have already completed construction and modernization of production facilities, and deliveries for municipal needs have begun.
