"Three New Complexes Opened at Technopolis Moscow SEZ in 2025
This year, three new facilities — a flight test complex, an administrative and production building, and a laboratory-industrial complex — were launched at the Rudnevo and Alabushevo sites of the Technopolis Moscow Special Economic Zone (SEZ). Their total floor area exceeds 63,000 square meters. The announcement was made by Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.
“As instructed by Sergey Sobyanin, the city is consistently developing the Technopolis Moscow SEZ. More than 230 high-tech enterprises are already operating here, and their number continues to grow. Considering the increasing demand for modern R&D and industrial infrastructure, three new facilities were commissioned in 2025 at the Rudnevo and Alabushevo sites: a flight test complex for UAV developers and manufacturers, an administrative and production building for companies specializing in unmanned aerial systems and medical devices, and a laboratory-industrial complex for innovative manufacturing,” said Maxim Liksutov.
At the Alabushevo site, construction of a modern industrial complex with an area of 26,600 square meters has been completed. It will host high-tech enterprises, including a unique production facility for photonic integrated circuits. The building will also house the Moscow Microelectronics Testing Laboratory, a joint project of the Moscow Government and JSC Mikron.
A three-story administrative and production facility has been commissioned in the Rudnevo industrial park, where unmanned aerial systems, medical devices, and products for the heavy mining industry will be manufactured.
Earlier this year, a unique flight test complex for unmanned aerial systems was also opened in Rudnevo. The site will be used for testing new UAV solutions and training drone operators.
“Since the launch of Technopolis Moscow SEZ, companies have invested over 255 billion rubles in high-tech production and created more than 22,000 jobs. Today, more than 230 enterprises operate in the SEZ, of which 123 hold resident status and benefit from a range of tax incentives,” emphasized Anatoly Garbuzov, Moscow Government Minister and Head of the Department of Investment and Industrial Policy.
Following Sergey Sobyanin’s instructions, the city pays special attention to the construction of industrial infrastructure. According to Anton Slobodchikov, Head of Mosgosstroynadzor, inspectors carried out on-site inspections at every stage of construction in the new complexes. Experts from the subordinate Center for Expertise, Research, and Testing in Construction were also involved. After the final inspections, the committee confirmed compliance with approved design plans and issued permits for commissioning.
Resident status in the Technopolis Moscow SEZ provides companies with significant tax incentives and benefits, including zero VAT on imports, as well as exemptions from property, land, and transport taxes. Profit tax is reduced from 25% to just 2%. Companies establish production and develop innovative products in fields such as microelectronics, pharmaceuticals, medicine, photonics, and other advanced industries."
