Technopolis Moscow SEZ: A Flagship of Innovation
The Technopolis Moscow Special Economic Zone (SEZ) is set to become one of the largest industrial hubs in Europe. To achieve this goal, the city has adopted a comprehensive development strategy through 2030. Today, innovative projects are actively advancing across ten sites, including Rudnevo, Pechatniki, and Alabushevo, each demonstrating strong industrial and technological potential.
According to the Moscow Department of Investment and Industrial Policy, all SEZ sites are equipped with modern logistics, advanced engineering networks, and digital infrastructure. Residents have access to state-of-the-art collective use centers, enabling them to develop and produce high-tech products using cutting-edge technologies.
Analysts forecast that the SEZ development strategy will generate over 150,000 jobs and attract more than 1.2 trillion rubles in investment. Experts note that this will contribute to diversifying industrial production, building new scientific and manufacturing competencies, accelerating import substitution, and boosting exports of high-tech goods.
Rudnevo: Russia’s Drone Industry Hub
Launched just two years ago, the Rudnevo industrial park has rapidly become a key center for high-tech industries. The site now hosts 25 companies, 13 of which are SEZ residents, across more than 380,000 sq. m of industrial and office space.
Rudnevo is home to Russia’s largest Unmanned Aerial Systems (UAS) cluster, giving Moscow the status of the country’s main hub for drone technology. The cluster brings together leading Russian developers of drones, components, and software, supported by the Federal Center for Unmanned Aerial Systems. In early 2025, a 17,600 sq. m Flight Test Complex was launched, providing facilities for certification, demonstration, and training flights.
The site also benefits from a special legal framework, allowing drones over 30 kg to operate without airworthiness certificates and simplifying airspace applications. Rudnevo further supports talent development, with a flagship training center for Moscow colleges opened in October 2024, offering hands-on training for more than 3,000 students annually.
Pechatniki: Industrial Robotics on the Rise
The Pechatniki site has become one of the SEZ’s fastest-growing territories, hosting more than 130 enterprises across 500,000 sq. m of facilities. Among them is Lassard, producing over 200 types of laser systems and equipment annually.
In May 2024, a new Industrial Robotics Center was launched at Pechatniki. Spanning 1,700 sq. m, it unites engineers and scientists to co-develop, assemble, and test robotic systems, supported by a dedicated test laboratory. By 2030, the center aims to deliver around 30 model robotic solutions and manufacture up to 25,000 industrial robots.
Resident company Technorad has already implemented unique patented robotic systems that surpass foreign analogues. Another highlight is a multi-purpose amphibious robot, developed by the Special Design Bureau of Applied Robotics, capable of operating in flooded environments, nuclear facilities, and mines.
Alabushevo: A High-Tech Cluster for the Future
The Alabushevo site in Zelenograd is one of the SEZ’s largest territories, actively expanding to host new residents and logistics facilities. The site is rapidly becoming a major pharmaceutical cluster, already home to eight companies producing vital medicines, including treatments for multiple sclerosis, respiratory diseases, and cardiovascular conditions.
By 2030, the site’s total industrial space will exceed 900,000 sq. m, accommodating 20 additional enterprises. In 2024, the Moscow Center for Photonics was completed — a federal-level project enabling the production of photonics integrated circuits capable of transmitting data at over 100 Gbit/s, with ten times less energy consumption than global counterparts. The center will serve applications in 5G, satellite communications, AI, and biomedicine.
By the end of 2024, the Photomask Center will also be completed, launching Russia’s first serial production of 45–28 nm photomasks. Looking ahead, in 2028 Alabushevo will welcome a pharmaceutical plant focused on genetic and oncology treatments, creating more than 1,100 jobs.
Key Figures
Since its launch, Technopolis Moscow SEZ has attracted nearly 400 billion rubles in private investment, while the city has contributed about 150 billion rubles. By the end of 2024, the SEZ hosted 1.6 million sq. m of industrial infrastructure and created over 22,000 jobs. By 2030, the total industrial space is projected to reach 5.7 million sq. m, supporting 96,000 high-tech jobs.
Incentives for Residents
SEZ residents benefit from a wide range of support measures, including exemptions from property, land, and transport taxes, as well as customs duties. The profit tax rate is reduced to just 2% (instead of 25%). Residents also enjoy land lease benefits, with the option to purchase land plots for only 1% of cadastral value upon completion of construction.
