Delegation of Skolkovo Foundation Regional Operators Visits High-Tech Companies at Technopolis Moscow SEZ
A delegation of regional operators from the Skolkovo Foundation visited companies located at the Pechatniki site of the Technopolis Moscow Special Economic Zone (SEZ). The visit was organized to showcase the principles of the Moscow SEZ ecosystem and share best industrial practices. The tour of Technopolis Moscow was part of the intensive training program “School of Regional Operators.”According to Gennady Dyogtev, CEO of Technopolis Moscow SEZ, the capital’s zone today is a flagship of high-tech industry.
“More than 220 enterprises operate across the SEZ sites in Moscow, producing innovative solutions for pharmaceuticals, microelectronics, electric vehicles, unmanned aerial systems, and the IT industry. Over the past five years, residents have increased their investments in the city’s economy by 32 times, while the number of jobs has grown 3.5 times.”
Dyogtev also highlighted that Moscow’s SEZ has accumulated extensive experience in building a favorable industrial ecosystem and introducing diverse support mechanisms for high-tech companies:
“Modern infrastructure, an active business environment, and tax incentives attract companies at different stages of development — from startups to large-scale industrial players localizing production in the SEZ. For example, Motorica is now setting up a large-scale facility in Pechatniki to produce bionic prosthetics, covering 2,000 square meters. The company received SEZ resident status in 2023, which provides access to tax benefits and customs preferences.”
The delegation included more than 20 representatives of Skolkovo Foundation regional operators. They visited Lassard, a manufacturer of industrial laser equipment, and SAGA Technologies, a producer of self-service checkout systems.
Lassard is one of Russia’s largest manufacturers of laser machines with the most comprehensive product line in the market. The company grows its own monocrystalline gallium arsenide and produces substrates for laser diode manufacturing. The opening of its facility at the Moscow SEZ allowed the company to increase its production space fivefold and significantly expand its strategy.
SAGA Technologies, another SEZ resident, manufactures advanced self-service checkout systems with interactive panels at the Pechatniki site. The company plans to produce about 4,500 units annually. The machines are equipped with electronic payment terminals, thermal printers for receipts, and barcode/QR code scanners. More than 100 million rubles have been invested in the project.
“Innovation infrastructure, including special economic zones, plays a key role in developing high-tech businesses and creating the conditions for successful implementation of new technologies. In 2024, the number of companies participating in the Skolkovo Foundation exceeded 4,800, with more than 50% of them carrying out their projects across Russia. Skolkovo’s regional operators have become an important link in this process, providing entrepreneurs with essential resources, support, and expertise. We are confident that joint efforts within these initiatives will significantly accelerate the development of high-tech industries and, as a result, enhance the competitiveness of the Russian economy in the global market,” said Aigul Shagiakhmetova, Deputy Director of the Skolkovo Foundation’s Department of Regional Development.
In 2023, within the framework of the XXVI St. Petersburg International Economic Forum, the Technopolis Moscow Special Economic Zone and the Skolkovo Foundation signed an agreement on cooperation and mutual support in the development of the innovation ecosystem, high-tech manufacturing, and entrepreneurship. Under this project, residents of the Moscow SEZ gain access to a range of Skolkovo Foundation services, including recruitment of highly qualified personnel, technology transfer, intellectual property protection, and shared-use centers.
