SEZs are created for the development of manufacturing and high-tech industries, the development and commercialization of new technologies, as well as for the production of unique types of products.
The activities of SEZs in the Russian Federation are regulated by the Federal Law of July 22, 2005, No. 116-FZ ‘On Special Economic Zones in the Russian Federation’. There are four types: industrial-production, technopark, tourist-recreational, and port. According to the Law, SEZs are created for 49 years, and their residents are not allowed to have branches and representative offices outside the territory of the SEZ.
