Vladimir Efimov: Almost 16% of the capital's exports go to China

Moscow and China have been partner for a long time, the country accounts for 15.8% of all capital’s exports, and the volume of accumulated foreign direct investment from Chinese companies in the city's economy has exceeded $ 1 billion as informed by Vladimir Efimov, Vice-Mayor of Moscow for Economic policy and Land-property affairs. The forum "Moscow - Beijing 25: New Time - New Opportunities" on December 9 discussed issues of export cooperation between the two countries, their investment interaction, as well as promising business strategies. “As of 9 months of 2020, the volume of non-resource non-energy exports from Moscow to China amounted to $ 1.5 billion, which is 40.8% higher than in the same period last year. In addition, our partners from the Middle Kingdom are actively investing in the economy of the capital: the volume of accumulated foreign direct investment from Chinese companies, as of July 1, 2020, exceeded $ 1 billion. For example this autumn the Russian representative office of a large Chinese manufacturer of SIM cards Eastcompeace Rus received the status of a resident in the special economic zone Technopolis Moscow", said the Vice-Mayor. Eastcompeace Rus, which plans to issue bank cards and develop software for eSIM in the SEZ, is the Russian representative office of the Chinese company Eastcompeace Technology. Now the company is designing its own building at the Alabushevo site. The new production facility will create more than 50 jobs. “Eastcompis Rus has been located in Zelenograd for 16 years. Localization in Alabushevo will give us the opportunity to develop new products for the Russian market on favorable terms. We are talking about such SEZ opportunities as ready-made infrastructure and land plots, significant tax benefits, and the absence of bureaucracy. Today, work is underway to design the building and prepare a technological project. We plan to start construction in the second quarter of next year, and put the building into operation in the first quarter of 2022”, specified Konstantin Shimolin, the Head of Eastcompis Rus. The resident status of the special economic zone Technopolis Moscow allows companies to significantly reduce the regional tax burden. In addition, they are subject to a free customs zone regime: all goods and equipment imported into the special territory are exempted from customs taxes and fees. The city uses a variety of tools to support new investment projects,: tax incentives, which can reduce the overall regional tax burden by a quarter, and the implementation of various forms of PPP, and assistance in the selection of sites for localization. According to Svetlana Ganeeva, director of the City Investment Management Agency, the capital makes no exceptions for Russian or foreign investors in these matters, therefore, providing support to such companies, as well as creating a favorable investment climate for their activities, is the most important challenge that the city authorities are meeting. “The city is actively developing online platforms specially created for business. For example, in Moscow, the Investment Portal has been operating for almost 7 years, where, among other things, foreign entrepreneurs can get all the necessary information: from available support measures to urban real estate objects that can be rented or bought.
