Two companies are localizing production under offset contracts in SEZ Technopolis Moscow

Sputnik Technopolis and R-Opra (members of R-Pharm Group of Companies) will localize medicine production on the territory of Special Economic Zone (SEZ) Technopolis Moscow on sites in Pechatniki and Alabushevo. Oncohematological and onco medicines, medicines for diabetes and others will be produced here. This was reported by Vladimir Yefimov, Deputy Mayor of Moscow on Economic Policy and Property and Land Relations. "In 2023, the Moscow government signed two offset contracts with the company for the supply of medicines. The city will purchase products from the enterprise for almost six billion rubles during their validity period. The production will be set up at two sites of the special economic zone Technopolis Moscow where drugs by 14 international nonproprietary denominations will be produced", - said Vladimir Yefimov. Within one of the contracts on the sites of the Moscow SEZ in Pechatniki and Alabushevo the company will localize the production of drugs under 10 international nonproprietary names, including oncohematological and onco medicines, medicines for diabetes, cardiovascular, rheumatological, neurological diseases and ulcerative colitis. The volume of investments will amount to at least three billion rubles. In return, the city will purchase nearly 150 million pills and capsules worth nearly 4.8 billion rubles over five years. "Under the second contract with the company R-Pharm, the sites will produce immunosuppressants and antitumor drugs by four international nonproprietary names. The company will invest at least 800 million rubles in the implementation of the contract, in return the city will provide it with the purchase of over 357 thousand units of production worth over a billion rubles. First drug supplies to Moscow medical institutions under both contracts will start in 2025-2026", - said Vladislav Ovchinsky, the Head of the Department of Investment and Industrial Policy of Moscow. The offset contract mechanism was introduced in 2016 with the active cooperation of the Moscow government and the Ministry of Economic Development of the Russian Federation. In 2017, the capital was the first region to sign such contracts with manufacturers. Today, Moscow is a leader in the application of this form of public-private partnership. "The capital has signed 12 offset contracts for the supply of medicines, medical products and food for dairy kitchens. The total volume of investments will be more than 19 billion rubles. Of the 12 offset contracts - 7 were signed with representatives of the medical cluster SEZ Technopolis Moscow. Today 23 companies are successfully developing within its framework", General Director of SEZ Technopolis Moscow Gennady Dyogtev said. In 2022 amendments to the law on the contractual system came into force, reducing the minimum investment threshold for the creation or modernization of production within the framework of offset from one billion to 100 million rubles. This allows many more manufacturers to be involved in concluding agreements. There is also an opportunity to sign offsets together with two or more regions of Russia. The minimum volume of investments for such an inter-subject contract will be 400 million rubles, and in the case of procurements carried out in 2022-2023 years - 100 million rubles. Thus, in April 2023 the mayor of Moscow Sergei Sobyanin approved a tender for the country's first inter-regional offset contract. It is aimed at the purchase of medical devices by two regions - Moscow and the Samara region.
