Technopolis Moscow SEZ resident supplied the capital with more than three million medical devices
Under the terms of the contract, the investor undertook to localize production in Moscow and the city to purchase its products for eight years. The city received more than three million medical devices for stoma patients under an offset contract. It was concluded in 2019 with a resident of the special economic zone Technopolis Moscow company GemaTech. About it in his Telegram-channel reported Sergei Sobyanin. "The investor undertook to localize production in the capital, and we - for eight years to purchase products manufactured by the plant for a total of 8.6 billion rubles," - wrote the Mayor of Moscow. This year, as part of the realization of the second stage of the offset contract, the company created a new production line. By the end of 2023 GemaTech plans to reach full capacity and annually produce up to eight million units of 50 products. Thanks to this, the capital will be fully supplied with basic medical products for stoma patients. The offset contract mechanism was introduced in 2016 with the active cooperation of the Moscow City Government and the Ministry of Economic Development of the Russian Federation. In 2017, the capital was the first region to sign such contracts with manufacturers. Today, Moscow is a leader in the application of this form of public-private partnership. The city signed 10 offset contracts for the supply of medicines, medical devices and food products for dairy kitchens. The total investment will amount to more than 19 billion rubles. In 2022, amendments to the law on the contract system came into force, reducing the minimum investment threshold for the creation or modernization of production within the offset from a billion to 100 million rubles. This makes it possible to attract many more manufacturers to conclude agreements. In addition, it is now possible to sign offset agreements jointly with two or more Russian regions. The minimum investment volume for such an intersubject contract is 400 million rubles, and in the case of purchases made in 2022-2023, 100 million rubles. In April 2023, the Mayor of Moscow approved a tender for the country's first inter-regional offset contract. It is aimed at the purchase of medical devices by two regions - Moscow and the Samara region.
