Innovative inspection and screening complexes created by a resident of special economic zone (SEZ) Technopolis Moscow have been installed on the border of Russia and Kazakhstan. Domestic equipment allows to check 100 percent of vehicles directly during their movement, without opening and disturbing the integrity of the packaging of transported goods with the help of two-way scanning. This was reported by Vladislav Ovchinsky, the Head of the Department of Investment and Industrial Policy of Moscow, which is part of the Complex of Economic Policy and Property and Land Relations of the capital. The project was implemented by the company Diagnostika-M at Mashtakovo motor checkpoint in the Orenburg region on the border with Kazakhstan. The complex is used there to inspect trucks and cars, vans and various types of containers. The company received SEZ resident status in 2019. It supplies its equipment to more than 25 countries, including China, India, Egypt, Turkey, and the United Arab Emirates. Recently, the company implemented a project on the border with Kazakhstan. Production of all the main units and parts of the new inspection equipment is concentrated in Russia, explained Vladislav Ovchinsky. The main advantage of the portals produced in the SEZ Technopolis Moscow is the possibility of using two angles of examination of vehicles and cargoes - lateral and vertical. When examining the two obtained projections at once the reliability of the results of inspection is significantly increased, since the additional option of vertical scanning makes it possible to identify any materials, objects and substances in the vehicle. This makes it possible to detect explosives and other dangerous items hidden among metal structures, construction materials, pallets with liquids, piles of sand and grain, fruit and vegetable products, as well as in hidden compartments of the vehicle itself. Inspection and examination complexes have high penetration - not less than 320 mm of steel - and can dynamically scan 100 percent of vehicles passing through them, excluding the formation of traffic jams. The capacity of the equipment reaches 120 vehicles per hour. Radiation safety and health and safety regulations are strictly enforced, including during the scanning of the cab of the vehicle along with the driver. In just six months a resident of SEZ Technopolis Moscow, which is part of a cluster of high-tech industries, by order of FGKU Rosgranstroy on the border of the Orenburg region erected two modern portal inspection and inspection complexes: one for entry into Russia, the other for exit from the country. At the moment, new DCI have already passed state acceptance and training of qualified specialists to work at modern inspection complexes has started, General director of Special Economic Zone Technopolis Moscow Gennady Degtev noted. After the construction is completed, the company will continue to create similar systems in other road checkpoints. The next project will be implemented in the area of Zabaikalsk settlement on the border with China, explained the general director of the company Vladimir Usachev. SEZ residents are exempt from paying property, transport and land taxes, as well as customs duties. The income tax rate for such enterprises is only two percent.
