Technopolis Moscow SEZ resident delivered more than 2.5 million medical products under an offset contract

The resident of the capital special economic zone (SEZ) Technopolis Moscow company GemaTech supplied to the city more than 2.5 million medical products for patients with stoma as part of offset contract. This was announced by the Deputy Mayor of Moscow on Economic Policy and Property and Land Relations Vladimir Yefimov. "Moscow signed an offset contract with GemaTech at the end of 2019. Under the contract, the investor invested 1.2 billion rubles in the creation of innovative production of medical devices for stoma patients. The enterprise is localized on the territory of the special economic zone of the capital. The first deliveries began in 2022. During this period the city received more than 2.5 million medical devices, almost 665 thousand of them - since the beginning of 2023", - said Vladimir Efimov. Under the terms of the offset contract the city will buy the products produced by the plant for a total of 8.6 billion rubles over eight years. Today the company produces 17 types of products. "In 2023, as part of the implementation of the second phase of the offset contract, the company launched a new production line for the production of medical devices. It will make it possible to produce more than one million urinalyses annually. In general, by the end of the year the company will reach its full capacity and will manufacture up to 5.5 million units of 44 product names a year. This will allow to fully provide the capital's health care system with the basic medical products for stoma patients", - said the head of the Department of Investment and Industrial Policy of Moscow Vladislav Ovchinsky. As a resident of SEZ Technopolis Moscow, GemaTech receives tax benefits. "Enterprises with this status are exempt from paying property, transport and land tax for 10 years. The income tax rate for them is only two percent. Benefits are also available on the lease of land allocated for the construction of production. Upon its completion, an opportunity is provided to buy the plot for one percent of the cadastral value. In addition, SEZ Technopolis Moscow has a regime of free customs zone", - clarified the general director of SEZ Technopolis Moscow Gennady Dyogtev. The offset contract mechanism was introduced in 2016 with the active cooperation of the Moscow Government and the Ministry of Economic Development of the Russian Federation. In 2017, the capital was the first region to sign such contracts with manufacturers. Today Moscow is a leader in the application of this form of public-private partnership. The city has signed 10 offset contracts for the supply of medicines, medical products and food for dairy kitchens. The total investment will amount to more than 19 billion rubles. In 2022 amendments to the law on the contractual system came into force, reducing the minimum threshold of investment in the creation or modernization of production in the offset from one billion to 100 million rubles. This allows many more manufacturers to enter into agreements. In addition, there is an opportunity to sign offsets together with two or more regions of Russia. The minimum volume of investments for such intersubject contract is 400 million rubles, and in case of purchases carried out in 2022-2023 years, 100 million rubles. In April 2023 the Mayor of Moscow approved a tender for the country's first inter-regional offset contract. It is aimed at the purchase of medical devices by two regions - Moscow and the Samara region.
