Biotechnological company Biocad has supplied about 600 thousand packages of finished products for the needs of the healthcare system of the capital since 2021 under an offset contract. This was announced by Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations. "The company became the first with whom Moscow signed an offset contract. Under the contract, the company produces drugs for the treatment of oncological and autoimmune diseases and supplies them for the needs of the city from 2021. For all the time, the capital has received about 600 thousand packages of finished products from the company, of which almost 300 thousand were in January – September of this year," Vladimir Efimov said. According to the contract, the company will supply the city with medicines for the treatment of socially significant diseases for almost seven years. In order to implement the project, she built a pharmaceutical production complex PK-137 with a total area of 43 thousand square meters on the site of the Technopolis Moscow special economic zone (SEZ) in Zelenograd. Today, more than 170 people work at PK-137. To ensure the production of medicines, the company has created a quality control system that meets international standards (GMP). The PK-137 building complex is equipped with high-tech production equipment, advanced engineering solutions have been applied there, increasing the investment and operational efficiency of the facility. There are also chemical-analytical and microbiological laboratories on the site. "In addition to the contract with Biocad, Moscow has signed offsets with the R-Opra enterprise and the Moscow Endocrine Plant. Offsets in the pharmaceutical industry make it possible to establish an uninterrupted supply of necessary drugs to the residents of the capital, as well as to predict the demand for products and optimize costs," said Vladislav Ovchinsky, head of the Moscow Investment and Industrial Policy Department. Earlier, Moscow Mayor Sergei Sobyanin signed an order on holding four more electronic tenders for the right to conclude offset contracts for the supply of medicines for the needs of the city's healthcare system. Thus, under the first contract, the investor will invest a billion rubles in the production of medicines for 43 international nonproprietary names – antitumor, antipsychotic, anti-inflammatory and cardioprotective. The second offset involves the release of four drugs – immunosuppressants and antitumor. Investments in the project will amount to 800 million rubles. The start of deliveries under both contracts is scheduled for 2026. As part of another contract, the investor will invest 400 million rubles in the localization of the production of antitumor drugs under seven nonproprietary international names, deliveries will also begin in 2026. According to the fourth offset, the manufacturer will start supplying cardioprotective, anti–inflammatory, hypoglycemic and antihistamines to Moscow in 2025 - a total of 20 international nonproprietary names.
