The Ministry of Economic Development of the Russian Federation gave the maximum rating of the effectiveness of the special economic zone (SEZ) "Technopolis Moscow" for 2021 – 100 percent. This follows from the report annually compiled by the department. Thus, the capital's SEZ topped the rating of Russian special economic zones of a technical and innovative type, said Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations. "The SEZ of the capital is the only one that has become a leader in two key economic and social areas— in terms of the volume of investments attracted over the year, as well as the number of jobs created. In 2021, the residents of the Technopolis Moscow SEZ sent more than 28 billion rubles to their production – this is a fifth part of the total investment of the country's special economic zones and 38 percent of the investments of the technical and innovative SEZ. In addition, thanks to the companies of the capital's SEZ, 1,338 new jobs appeared in the city last year, which is about a third of all created in the technical and innovation special economic zones of the country during this period," Vladimir Efimov said. SEZ of the technical and implementation type are intended for companies conducting technical and implementation activities — engaged in the creation, production and sale of scientific and technical products. "Over the past year, residents of the Technopolis Moscow SEZ invested three times more in their production than in 2020. The number of employees of enterprises has almost reached 8.5 thousand people," said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department. The capital's SEZ has received a 100 percent rating of the effectiveness of its activities among about 40 sites in Russia. The assessment was based on more than 30 indicators, taking into account, among other things, the profitability of investing budget funds in the creation of infrastructure, the work of governments and other criteria, said Gennady Degtev, CEO of Technopolis Moscow SEZ. According to the report of the Ministry of Economic Development, the overall efficiency of the SEZ of Russia was 95 against 87 percent at the end of 2020. "In general, we can say that the SEZ mechanism is effective. The state has returned 90 percent of its costs for this mechanism. Residents paid 275.3 billion rubles of payments to all budgets of the budgetary system of Russia, while the state spent 304.8 billion rubles on the SEZ, of which 204.9 billion rubles of direct construction costs and 99.9 billion rubles in the form of lost income due to the provision of various benefits.
