SEZ Technopolis Moscow will supply medicines for 20 items under an offset contract

The Moscow City Government has signed an offset contract for the supply of medicines under 20 international non-proprietary names. This was announced by Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations. This is already the seventh offset contract signed in the capital. Under its terms, the company Welfarm-M will invest at least 300 million rubles to localise the production of drugs under 20 international non-proprietary names. The first supplies of drugs to medical institutions in Moscow will start in 2025. In general, the city will buy products from the company for almost 2.9 billion roubles over the next five years, said Vladimir Yefimov. The company will establish supply of cardioprotective, anti-inflammatory, hypoglycemic and antihistamine drugs. The plant will operate on the Alabushevo site of Technopolis Moscow special economic zone. Since the beginning of this year, we have already signed two offset contracts in socially important sectors: in February, a contract was signed with Vip Camilla for the supply of medical products for the city's needs. In this way, Moscow will ensure a stable supply of medicines and medical devices. The total investment under the new agreements will amount to at least 600 million roubles. In turn, the city will ensure procurement of manufactured products for almost 14.6 billion rubles, said Vladislav Ovchinsky, Head of the Department of Investment and Industrial Policy of Moscow. This year, the plant opened the first line for the production of solid dosage forms, many of which have not been produced in Russia before. The capacity of our enterprise allows the annual production of up to 1.7 billion tablets, 180 million gelatin capsules and many others. Thanks to the contract we have signed, we will be able to fully utilise all the resources and start producing pharmaceuticals under the offset. Such cooperation with the city enables us to obtain guaranteed product sales, and provides an opportunity to expand production in order to meet the needs of not only Moscow residents, but the whole of Russia, General Director of the pharmaceutical company Vladimir Shcherbakov said. Since July 2022, offset contract became available for more manufacturers: the minimum amount of investment in the implementation of projects was reduced by 10 times - from one billion to 100 million rubles. In addition, it became possible to sign offset contracts jointly with two or more regions of the Russian Federation. In case of an inter-subject contract the minimum volume of investments will be 400 million roubles, and for the 2022-2023 procurements - 100 million roubles. In addition, not only goods but also services can now be purchased under an offset contract. In this case, the investor must create or reconstruct the property necessary to provide it. For the capital among the most promising areas for such offsets are communication services, waste recycling and disposal, exoprosthetics and electric vehicle charging. Synopsis: Special Economic Zone Technopolis Moscow is a territory with a special legal status, which has a preferential regime of entrepreneurial activity for investors. The sites Alabushevo and MIET joined its borders in 2006, Mikron - in 2015, Angstrem and Pechatniki - in 2017. The authority to manage the special economic zone was transferred to the Moscow City Government in 2016. Resident status in SEZ Technopolis Moscow allows companies to receive significant benefits. Residents are exempt from property, transport and land taxes for 10 years. The profit tax rate for such companies is just two per cent. Lease concessions are also available for land plots allocated for construction of production facilities, and upon completion, the land plot can be purchased for one percent of its cadastral value.
