Special Economic Zone (SEZ) Technopolis Moscow has topped the rating of investment attractiveness of Russian industrial parks and special economic zones for the third time in a row, formed by the analytical center "Expert" following the results of 2022. The capital SEZ became the best among 26 special economic zones and 100 industrial parks. Specialists praised the level of conditions created there for the development of high-tech business. The analytical center forms a rating on two criteria: customer focus of management and investment potential. The cost of the minimum required set of resources for production activities and information policy of the managing company are also assessed. The purpose of the rating is to make it easier for investors to choose a site for production location. SEZ Technopolis Moscow received the highest estimates of experts due to the wide range of services of the managing company. The analysts of the Expert Center also praised its investment potential. Conditions for growth Today more than 200 enterprises are located on the territory of the SEZ, about 90 of them have a resident status. They produce important goods for the city and its residents. In particular, enterprises with the resident status of Technopolis Moscow SEZ produce high-tech products: medicines, software products, microcircuits and other goods and services. The companies increase their production volumes every year. Last year, some foreign companies left the Russian market, which has expanded opportunities for domestic producers to market their goods. Overall, in 2022 the output of SEZ residents increased by 61.1 percent: they produced high-tech products worth 46.5 billion rubles. Only in 2022 residents of the Special Economic Zone of the capital have invested in their development about 32 billion rubles. This is more than 3,5 times more than the result in 2020, when the capital SEZ first led this rating. Companies located on the territory of the SEZ replace foreign products and contribute to the achievement of technological independence in the country. They are actively developing their production facilities. Since the founding of the SEZ, companies have invested more than 125 billion rubles in their enterprises. They have invested in the creation of production buildings, the purchase of equipment, the renovation of the material and technical base. In addition, the city helps manufacturers to release additional funds for the development of industrial sites. In particular, the status of Technopolis Moscow SEZ resident allows to nullify transport, property and land taxes for 10 years, and to pay income tax at a rate of only two percent. Due to such assistance only in the first quarter of this year, SEZ residents saved almost 1.4 billion rubles on taxes - seven times more than during the same period in 2022. Expansion of territories and creation of infrastructure According to the analysts of the center Expert, SEZ Technopolis Moscow achieved such results primarily due to the expansion of the territory and the construction of comfortable infrastructure. In March 2023 the sixth site of Technopolis Moscow SEZ was opened - the Rudnevo industrial park. Its area is 36.5 hectares. Eighteen modern industrial buildings were built there, including pilot production and a design bureau. Today the territory of the capital's special economic zone is more than 260 hectares. Synergistic impetus to the development of high-tech production in the SEZ Technopolis Moscow is given by the cluster approach, which not only increases the competitiveness of companies, but also allows the effective implementation of comprehensive measures of state support, to create the most comfortable conditions for business. For the last two years on the territory of the capital SEZ three clusters were formed: photonics, electric vehicle construction and pharmaceuticals. Also on the basis of the Rudnevo industrial park a federal center of unmanned aircraft systems has been created. The associations are designed to ensure import substitution of critically important products in a short period of time. The project of SEZ Moscow Tekhnoobota, opened last year, supports companies in search of highly qualified specialists of in-demand professions. Enterprises have already closed more than 200 vacancies.
