SEZ Technopolis Moscow is among the first urban operators of integrated development of territories

Owing to the transformation of the industrial zones Southern port and Zyuzino, almost seven thousand new workplaces will appear. For the first time, the city attracted operators for the integrated development of inefficiently used territories within the framework of the Industrial Quarters project. They became the SEZ Technopolis Moscow and the Moscow residential renovation fund. They will transform sections of the former industrial zones Southern port and Zyuzino in the south-east and south-west of the capital. At the moment, according to the project Industrial Quarters, it is planned to redevelop three sites in the former industrial zone Southern Port in Pechatniki. SEZ Technopolis Moscow became the operator of the site located between Kolomnikova street and Highway passage. Its area is 19.6 hectares. In the former industrial zone of Zyuzino, the conversion of a land on Odesskaya street with an area of almost 6.8 hectares is being carried out. The joint-stock company Technopolis Moscow has become the operator of the integrated development of the territory of one of the sites of the former industrial zone Southern port, and the Moscow residential renovation fund will act as the operator of the former industrial zone Zyuzino on Odesskaya street. Owing to the transformation of two territories with a total area of 26 hectares, almost seven thousand new jobs will appear in Moscow. About 40 billion rubles will be invested in their development, and the city budget will be replenished annually by 2.4 billion rubles"- explained Vladimir Efimov. Today there are several options for carrying out complex development of territories. For example, this can be done independently by the owners of the plots or the city. Moreover, the winner of the open bidding has the right to transform the territory. Another option is to involve a city operator, that is, a legal entity created and appointed by the city. According to the Minister of the Government of Moscow, the head of the City Property Department Maxim Gaman, the appointed operators will construct almost 530 thousand square meters of real estate in the territories of the former industrial zones.  Modern production facilities will be located in the Southern port on an area of almost 250 thousand square meters and public and business development will occupy almost 140 thousand square meters. This is one of three projects in the Southern port in Pechatniki — in total, three plots with a total area of almost 90 hectares are planned to be transformed under the Industrial Quarters project. Almost 140 thousand square meters of housing will appear in the former industrial zone on Odesskaya street under the renovation program. The area of schools, kindergartens and other public facilities will exceed four thousand square meters"- said Maxim Gaman. Sergei Sobyanin signed resolutions on the comprehensive development of the former industrial zones Southern port and Zyuzino in early october 2021. The Main architectural and planning department of the Moscomarchitecture department will handle the development of documentation on the layout of these territories. Then the operators will start implementing the projects. The comprehensive development of the former industrial zones and other inefficiently used territories of Moscow within the framework of the «Industrial Quarters» project will allow the city to get about 550 thousand workplaces and ensure the receipt of three trillion rubles to the budget. The total investment volume is seven trillion rubles. Integrated development of territories allows to transform unused and actually abandoned urban areas. The first contract in Moscow was signed in July 2020 — this is a project for the integrated development of the territory in the Oktyabrskoye Field production zone with a total area of 5.92 hectares. Investments in the development of the industrial zone will amount to about 14 billion rubles, the budget effect will be about 300 million rubles a year. Its implementation period was designed for six years, but the investor plans to complete the construction by 2024. In early November 2020, Moscow hosted the country's first auction for the right to conclude a contract for the integrated development of territories, within the framework of which part of the Korovino industrial zone in the north of the capital will be reorganized. At the beginning of June, two more agreements were signed at the XXIV St. Petersburg International Economic Forum — on the integrated development of the territories of the Kuntsevo and Korovino industrial zones (the second section). In September 2021, following the results of the auction, the fifth agreement was signed — on the reorganization of the Altufevskoe Highway industrial zone. This year, the city concluded two more similar agreements — on the redevelopment of an abandoned construction site in the west of the city in the Troparevo-Nikulino area and a section of the former Brattsevo industrial zone.
