Seven thousand jobs to be created in Zelenograd under integrated area development programme

In Zelenograd, the city operator JSC SEZ Technopolis Moscow has started reorganisation of the site of the former industrial zone Alabushevo with an area of more than 10 hectares. In addition, a project for integrated development of the territory in the former industrial zone Malino with a total area of 17.7 hectares has been published. Redevelopment of such land plot will be able to be carried out by property owners, city operator or investor involved according to tender results. This was announced by Vladimir Yefimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations. Realization of two projects of complex development of territories in Zelenograd will allow to create seven thousand workplaces. Two thousand of them will appear as a result of redevelopment of the former industrial zone Alabushevo, another five thousand as a result of reorganization of the former industrial zone Malino. Investments in the projects will amount to 37 billion roubles. In total, it is planned to build more than 559 thousand square metres of real estate, explained Vladimir Yefimov. On the site of former industrial zone Alabushevo, city operator will build more than 195 thousand square meters of real estate, including more than 110 thousand square meters of industrial and 85 thousand square meters of public and business properties. Also according to the redevelopment project of the former industrial zone Malino it is planned to build about 364 thousand square meters of real estate, almost 196 thousand square meters of which - of public and business purpose, and 168 thousand square meters - housing, including the renovation program, - said Maxim Gaman, the Head of Moscow City Property Department. According to him, also a sectoral college of at least two thousand square meters area, additional education building of over three thousand square meters area, sport complex of five thousand square meters area, as well as school and kindergarten will appear on the site of former industrial zones. The Integrated Territory Development Programme is designed to return abandoned or inefficiently used city land back into use. It will create about 550 thousand new jobs. The total investment will amount to seven trillion rubles, and the budget will receive about three trillion rubles. Landowners, city operators or an investor, determined by tender results, can carry out the reorganization. The first comprehensive development agreement was signed in 2020 to transform the Oktyabrskoye Pole production zone. A total of 11 agreements with investors have been signed so far, under which two sites of the former industrial zones Korovino, sites of the former industrial zones Kuntsevo, Altufievskoe highway, Bratsevo will also be reorganized in the capital, Teply Stan and Avtomotornaya, the inefficiently used territory on Novaya Ipatovka Street, 23A, the abandoned construction site in Troparevo Nikulin and the abandoned site with an object of unfinished construction in Timiryazevsky area. In addition, the capital has appointed operators, who will transform 15 sites: the former industrial zones South Port, Zyuzino, Grayvoronovo, Varshavskoe highway, Severyanin, Brick streets, Western Waterworks, Sviblovo, Kuntsevo, industrial zone Alabushevo and inefficiently used areas in districts Khoroshevo-Mnevniki, Moskvorechye-Saburovo and Yuzhnoportovy. Synopsis: Special Economic Zone Technopolis Moscow is a territory with a special legal status, which has a preferential regime of entrepreneurial activity for investors. The sites Alabushevo and MIET joined its borders in 2006, Mikron - in 2015, Angstrem and Pechatniki - in 2017. The authority to manage the special economic zone was transferred to the Moscow City Government in 2016. Resident status in SEZ Technopolis Moscow allows companies to receive significant benefits. Residents are exempt from property, transport and land taxes for 10 years. The profit tax rate for such companies is just two per cent. Lease concessions are also available for land plots allocated for construction of production facilities, and upon completion, the land plot can be purchased for one percent of its cadastral value.
