Russian President Vladimir Putin and Moscow Mayor Sergei Sobyanin visited the Rudnevo industrial park, part of the Technopolis Moscow special economic zone (SEZ), where a meeting was held on the development of unmanned aircraft systems. The industrial park is located in the east of the city near the metro stations Nekrasovka and Lukhmanovskaya. The area of the territory, taking into account prospective development, is 45 hectares. In the future, this park will be the largest in Russia. "In three years there will be about 800 thousand square meters here. This will all be developed. In fact, the Rudnevo industrial park will be the largest industrial site in the country. 20 percent of all new industrial enterprises of the city are created here", - Sergey Sobyanin told during the inspection of the industrial park. The creation of the park is an example of modern effective industrial policy. Construction work in Rudnevо started at the end of 2020. Now 18 production buildings with a total area of 120 thousand square meters have been built, including pilot production and a design bureau. "I am confident that everything will be done. This is really a new Moscow. This is another new Moscow. This is the industrial face of Moscow," stressed Vladimir Putin. Two production buildings are in the process of construction, as well as a social infrastructure building that will house laboratories, offices, a training center, a shopping gallery, a pharmacy, gyms and other social facilities for employees. In addition, a parking lot will be created. The industrial zone Rudnevo will be expanded to 300 thousand square meters until 2024, by 2025 its area will be increased to almost 800 thousand square meters. From 15 to 20 thousand jobs will be created at the enterprises, first of all for the residents of the rapidly developing Moscow districts Kosino-Ukhtomsky and Nekrasovka, and also urban district of Lyubertsy of Moscow region. In total, more than 800 thousand people live on the territories adjacent to the park. Rudnevo is a new industrial park built in record time to accommodate production facilities that are critical for the city and the country. "In particular, together with the Ministry of Industry and Trade and the NTI platform we are creating here a federal center for unmanned aircraft systems. It will bring together leading Russian developers and manufacturers who will focus on developing and creating new models of unmanned aerial vehicles, improving avionics," the Mayor of Moscow wrote in his Telegram channel. The construction of the park is ahead of schedule. When erecting the production buildings, domestic construction materials (in a number of positions import substitution was carried out by 100 percent) and modern construction technologies are used. This allows reducing the construction period by 35-50 percent and the cost of works by 10-15 percent. Thanks to the SEZ regime, the resident companies of Rudnevо will receive significant tax benefits. In particular, they will be exempt from property, transport and land taxes. The profit tax rate for them will be only two percent. Residents will be subject to a free customs zone regime and land lease privileges. Other advantages of the industrial park Rudnevo for residents: - opportunities for preferential lease of modern production facilities (brownfield); - construction of production facilities according to the technical requirements of the future user (Built-to-Suit); - a single window for interaction with state structures, including Rosreestr, Rospotrebnadzor, Rostekhnadzor, and the Federal Tax Service; - good transport accessibility - close to MKAD, M-5 Ural highway (Novolazanskoye highway), M-7 Volga (Gorkovskoye highway), Moscow High-Speed Diameter and M-12 Moscow - Nizhny Novgorod - Kazan highway under construction, metro stations Nekrasovka and Lukhmanovskaya, Zhukovsky and Domodedovo airports; - well-developed street and road network - 5.5 km of roads are to be built, turning platforms with a terminal station for ground public transport are to be arranged; - comfortable conditions for employees - public spaces (including conference rooms and meeting rooms), a canteen and cafeteria, parking lots. In addition to the residents of the federal center of unmanned aerial systems, the enterprises have already placed in Rudnevo: - ATM Market LLC - production of ATMs based on Elbrus microprocessors. The current production capacity is 15 thousand devices a year and in the future the plant will be able to produce twice as many (30 thousand ATMs a year); - LLC Nucon Energy - production of electric capacitors; - LLC Implant Engineering - production of hip and knee prostheses; - LLC Sensar - production of medical scanners; - LLC Charter - production of equipment for industrial waste sorting; - LLC VIP Camilla - production of absorbent linen under the offset contract with the Government of Moscow, which provides annual delivery of at least 44 million units within 10 years for medical and social institutions of the city. The first deliveries under the offset contract are due to start this year. A number of other companies are located in Rudnevо. In addition, Irkut Corporation PJSC (UAC PJSC), a full-cycle enterprise for the production of aluminum and titanium alloy components for the wings of the MS-21 aircraft, plans to locate in the industrial park. "They chose this site, they asked for it. We build the plant, lease it out, they place their equipment and deploy their high-tech production," specified the Mayor of Moscow. The key element of the ecosystem will be the federal center of unmanned aerial systems located in the industrial park Rudnevo. For effective work near the industrial park will be created a special free flight zone with the area of more than 100 hectares and a height of up to 500 meters. This will be a full-fledged test site for UAV testing. The residents of the federal center will concentrate on the development and creation of new models of UAVs for different purposes, improving avionics and implementing artificial intelligence technologies. The center will unite leading Russian developers and manufacturers of UAVs and digital geoinformation platforms. This will help narrow the gap with the world leaders in the industry and reduce dependence on imports of critical technologies. "Today it is the center of unmanned aircraft construction. The main core is drones. The best enterprises of the country are located here, starting from start-ups, laboratory research, experimental development and ending with already serial production," Sergey Sobyanin said. Among the first residents is Aeromax LLC, one of the leading companies of the industry. In March this year in the building № 11 they started pilot and serial production of civilian unmanned aerial vehicles. The production complex with the area of more than nine thousands square meters and modern equipment includes the sections of composite technologies, welding, assembling and final coloring. In particular the enterprise produces civilian unmanned aerial helicopter systems of SH-450 type (payload - 100 kg, flight range - 500 km, flight time - 6 hours) and SH-750 type (payload - 300 kg, flight range - 600 km, flight time - 5 hours) intended for cargo transportation and flights in difficult weather conditions. They have a high degree of resistance to wind loads and are equipped with an anti-icing system. At the Rudnevo site, the Aeromax company is working on the development of a new model of the SH-3000 civilian unmanned cargo helicopter. It will weigh over three tons and will be able to lift up to a thousand kilograms of payload. Unmanned vehicles with similar takeoff weight and payload capacity have not yet existed in the world. The company plans to locate the production facilities in three more buildings of Rudnevо, the total area will amount to about 28 thousand square meters and increase the amount of UAV production. Investments in the implementation of the project will amount to 5.4 billion rubles, more than two thousand jobs will be created. At the beginning of April the company opened a search for personnel - highly qualified design engineers, process engineers, aircraft operation engineers as well as external pilots are being recruited.
