Production of medical devices for blood service will appear in Moscow under an offset agreement

The production will be located at one of the sites of the SEZ Technopolis Moscow. Moscow will hold an electronic competition for the conclusion of a state contract with counter investment obligations for the supply of consumables for the city's blood service. Sergei Sobyanin signed the corresponding order. Under the terms of the agreement, the supplier-investor will undertake to localize in the capital the production of 14 types of consumable medical materials for the city blood service (plasma bells, containers, sterile solutions, etc.) within two years. Private investment in the project should be at least 500 million rubles. Production will be organized at one of the sites of the SEZ Technopolis Moscow. In turn, the Government of Moscow, represented by the customer of the O.K. Gavrilova will assume the obligation to purchase manufactured products within eight years. Thus, the city guarantees the stability of the supply of consumable medical supplies for the blood service. The Moscow government has already signed five offset contracts with a total purchase of 72.7 billion rubles. Of these, four contracts provide for the organization of the production of medicines and medical products and one contract for the production of baby food. Three industrial enterprises have already been put into operation, they have begun supplying products for city needs. From July 2022, thresholds are assumed for the creation or modernization in the production of offset contracts, the number of which can reach one billion to 100 million rubles, which expands the scope of such contracts. Decisions were made to conclude 10 offset contracts for organizing the production of medicines, consumables, medical furniture, batteries for electric vehicles and other products.
