Patenting can become a more effective tool in the work of companies, if the registered rights to the results of intellectual activity impact borrowings and state support significantly. This was stated by Gennady Degtev, CEO of SEZ Technopolis Moscow, after the first meeting of the Resident Club on the patent activity. A new format of discussions in the capital’s SEZ was launched within the Year of Science and Technology and is aimed at direct dialogue between residents in order to exchange experiences on topical issues. “The innovation nature of activities is inherent to all residents of the capital’s special economic zone at this is one of the requirements for localization at the sites. At the same time, the decision to patent is taken by each resident individually, having evaluated the need, costs and effect of this activity. More than 40 percent of Moscow SEZ residents today use such instruments of intellectual property rights protection as patents, certificates of conformity, know-how. The most active in this matter are microelectronics enterprises, where such work is systematic. Companies-developers of fiber-optic technologies, medical equipment, and social entrepreneurs also have experience, which they shared during the meeting of the Resident Club. During the last meeting, heads of industries noted the need for an objective assessment of the value of intellectual property in order to use it as a collateral tool for lending. They also noted the need to clearly identify research and development costs in the overall expenditure of the company to receive targeted state support”, - said Gennady Degtev. Patents as one of the forms of intellectual rights protection is a key tool of competition, stated Alina Akinshina, expert, Russian patent attorney, CEO of "Online Patent" who was invited to Resident-Club. “Patents also solve the issues of restricting other company’s entry into certain geographical markets and sales promotion, and confirm the rights to intellectual property to participate in specialized projects and programs to support innovative businesses. It is important that patenting is synchronized with business processes and the obtained documents of protection can actually be used for the development of the company, emphasizes Alina Akinshina. It is necessary to protect the rights to the innovation at the very beginning of its design, recommends the head of the company Orthomoda Galina Volkova. The resident conducts systematic patent work, and developments in the field of orthopedic footwear and adaptive clothing are regularly documented. According to her experience, social projects should be designed in a similar way. At the same time, Denis Shuvalov, deputy general director for development and work with government agencies of Chirana+ company, pointed out that the patent cannot affect the result of tender procedures. "The patent, first of all, is needed to ensure safety. If the development is to be placed on the open market, it must be protected. So, the company is now preparing to patent two new developments that will go to the market Russia, CIS, Eastern Europe and Syria, they will also be certified to the requirements of local markets”, - said Denis Shuvalov. The head of marketing and business development department of JSC "Zelenograd nanotechnology center" Oksana Shaymardanova called to provide protection of intellectual rights for inventions at the international level. "The Nano Center supports startups in the field of microelectronics by providing funding and the opportunity to use its facilities to bring an idea to an industrial prototype. In an open world, it is necessary to provide R&D results with a view to foreign markets,"- a participant of the meeting is convinced. Export issues were one of the discussion topics. In particular, residents talked about new rules for granting budget subsidies to exporters of high-tech products, when companies will be able to reimburse a significant portion of their R&D expenses when creating new industrial products for foreign markets. Patent attorney Alina Akinshina expressed the opinion that this is certainly an effective measure. "We traditionally note the high application activity of enterprises that receive subsidies or other forms of support for R&D. And despite a popular belief, such activity is not so much driven by the reporting requirements, but rather by the fact that enterprises have an obvious opportunity to allocate funds for the implementation of measures to ensure legal protection of their own developments," - said the expert. She stressed that patent protection is a critical factor for exporting companies to compete in new markets. Very often local manufacturers try to block the entry of foreign companies to the market using local patents, and it is not uncommon for export products to be actually brought to the market in violation of the patent rights in force in a particular country. Therefore, proactive, proactive patent work for the exporter is, in her opinion, a necessary condition for successful entry into a new market and minimization of financial and legal risks within the framework of international expansion. The financial aspects of companies in the context of R&D were one of the key talking points at the Resident Club. Oleg Rudakov, general director of Profotech, focusing on photonics projects pointed out the difficulties for small innovative companies in obtaining bank loans - despite the significant value of intangible assets on the balance sheet of the company, they can hardly be used as collateral. Patent is an item of intellectual property. Along with other intangible assets it is recorded on the company's balance sheet, forming its value. It is difficult for banks to understand this value, because they often do not have the opportunity to assess the usefulness of technology and knowledge, formalized in the form of the company's NMA. As a result, innovative companies, spending huge financial and human resources on the formation of intangible assets, do not have access to working capital, and therefore can’t grow, because they no longer have the financial resources to develop sales," - stated the head of Profotek.
