Moscow has signed an offset contract with the investor, under which the company will establish absorbent linen production in the capital city, and in return they will receive a guaranteed purchase of the product within 10 years. This is already the sixth offset contract signed in the city, said Vladimir Yefimov, deputy mayor of Moscow for economic policy and property and land relations. «According to the results of an open tender, an investor was determined who will set up the production of absorbent underwear in the capital within the framework of the offset contract. Minimum investment in production under the contract is 300 million rubles. Moscow guarantees the company annual purchase of at least 44 million products worth 11.7 billion rubles. The contract with the investor is signed for 10 years», said Vladimir Yefimov. The winning bidder was the company Veep Camilla. For the project implementation the city will allocate a site on the territory of Rudnevo Industrial Park in the Kosino-Ukhtomsky area to the investor. Delivery of diapers should start in 2023, and diapers - in the fourth quarter of 2024. «This year, Moscow will do a lot of work in terms of selling offsets. It is planned to conclude 10 more contracts for the supply of medicines, medical products, batteries for electric vehicles and other products. In addition, proposals are working on the formation of offsets for services, such as maintenance of municipal equipment and creation of IT-infrastructure. We are also negotiating the possibility of the first contracts with other regions», added Vladislav Ovchinsky, the head of the Department of Investment and Industrial Policy of Moscow. The company will install the latest high-tech equipment to produce high-quality products. «The implemented project is significant and ensures the stability of the social sector in this direction», noted Uygar Uchar, general director of Vip Camilla. At the meeting with Vladimir Putin on February 7, Sergei Sobyanin said that now in Zelenograd a large cluster for the production of medicines for various purposes is unfolding, especially vitally important, most of which have never been produced in Russia. In the next few years, the volume of this cluster is planned to increase by two-thirds. Today the largest domestic enterprises are developing there, which are supported by the city. Moscow was the first Russian region to enter into offset contracts with investors. Since 2017, the city has signed five such contracts, providing for the creation of three production facilities for the production of medicines, as well as plants that make medical products and food for dairy kitchens. Since July 2022, the offset contract became available to more manufacturers: the minimum amount of investment in projects has been reduced 10-fold - from a billion to 100 million rubles. In addition, it became possible to sign offset contracts jointly with two or more regions of the Russian Federation. In case of inter-subject contract the minimum volume of investments will be 400 million rubles, and for the purchases carried out in 2022-2023 years - 100 million rubles. In addition, it is now possible to purchase not only goods, but also services within the framework of an offset contract. In this case the investor must create or reconstruct the property necessary for its provision.
