MORE THAN 815 THOUSANDS OF MEDICINES PACKAGES RECEIVED BY MOSCOW UNDER THE OFFSET CONTRACT OVER TWO YEARS

Biocad company, which localized the production complex on the territory of special economic zone (SEZ) Technopolis "Moscow, has put more than 815 thousand packages of medications to the city within the framework of offset contract since 2021. This was reported to the Deputy Mayor of Moscow on Economic Policy and Property and Land Relations Vladimir Yefimov. In 2017, Moscow signed an offset contract with Biocad aimed at supplying medications for the treatment of cancer and autoimmune diseases. As part of the contract implementation, the investor commissioned the first stage of the plant in September 2020, and the second stage two years later. Since 2021, medical institutions of the city began to receive medications under the contract. During this time over 815 thousand packages of medications were shipped, 136 thousand of them - in the first quarter of this year," - said Vladimir Yefimov. Production complex PK-137 in Alabushevo produces 40 pharmaceuticals, 29 of them - for deliveries under offset contract. Pharmaceutical complex "Biocad" is a resident of the capital's special economic zone and is entitled to significant tax preferences that allow it to allocate additional funds for its own development. Moscow has now signed seven contracts aimed at the development of the pharmaceutical industry. Offset contracts have also been signed with such companies as R-Pharm, Moscow Endocrine Plant, Pharmasintez and Velfarm-M. They will produce and deliver to the city medical institutions medications under more than 90 international nonproprietary denominations", - clarified the head of the Department of Investment and Industrial Policy of Moscow Vladislav Ovchinsky. The offset contract mechanism was introduced in 2016. The capital was the first of the regions to sign such contracts with manufacturers and is now the leader in applying this form of public-private partnership, the report notes. Since 2017, the city has signed 10 offset contracts for the supply of medicines, medical devices and food for dairy kitchens. Between 2017 and 2021, five have been signed, and since the beginning of 2023, five more offsets have been signed in vital sectors. They will provide the city with medications, medical devices, and food for the dairy kitchens.
