More than 40 million units of absorbent underwear will be supplied to Moscow under an offset contract

To create production, a site will be allocated on the territory of the Rudnevo industrial park. Moscow will hold an electronic competition for the conclusion of an offset contract for the annual supply of at least 44 million units of absorbent underwear for the needs of the city. Under the terms of the agreement, the investor will invest at least 300 million rubles in the creation of a production facility for the production of diapers and diapers for adults. The offset contract mechanism implies that the investor builds a new or modernizes an existing production, and the city in return undertakes to purchase goods or services from him for a long time. As a result, the business gets a guaranteed sales market, and Moscow gets the necessary products. “The winner of the electronic competition undertakes to organize the production of goods for the needs of the city in the capital. For the new production, the capital will allocate to the investor a site on the territory of the Rudnevo industrial park, the construction of which is at the final stage,” said Deputy Moscow Mayor for Economic Policy and Property and Land Relations Vladimir Efimov. In particular, Moscow will annually purchase from the manufacturer at least 33 million diapers and 11 million diapers for adults. The supply of diapers should begin no later than the fourth quarter of 2023, and diapers - the fourth quarter of 2024. “The Moscow Government fully fulfills its obligations to provide Muscovites with disabilities with technical means of rehabilitation. This is more than 230 thousand people annually. In the face of new challenges, it is necessary to preserve the quality of life of people with disabilities, and Moscow is actively working in this direction, continuing to develop comprehensive support for citizens. The launch of local production will allow not only to keep the commitments made, but also, taking into account economic realities, to adjust the volumes and timing of the supply of special equipment,” said Evgeny Struzhak, Minister of the Moscow Government, Head of the City Department of Labor and Social Protection of the Population. Earlier, Sergei Sobyanin decided to hold an electronic competition for an offset contract, under which the investor would undertake to localize the production of 14 medicines in the capital within three years. As part of this public-private partnership mechanism, the city also intends to attract investors to create four more pharmaceutical enterprises, factories for the production of batteries for electric vehicles, furniture for medical institutions and other products. The focus is still on socially important categories of goods, explained Vladislav Ovchinsky, head of the Moscow Investment and Industrial Policy Department. The offset contract mechanism was introduced in 2016 with the active cooperation of the Moscow Government and the Ministry of Economic Development of the Russian Federation. The capital of the first of the regions, since 2017, began to sign offsets with manufacturers. At the moment, the city has concluded five such contracts with a total investment of 12.9 billion rubles. Moscow will buy products from manufacturers for 72.7 billion rubles. Three investors have already begun supplying medicines for the needs of the capital, food products for city dairy kitchens and medical products for stoma patients. Since July of this year, even more manufacturers can enter into an offset contract: the minimum investment in project implementation has been reduced 10 times - from one billion to 100 million rubles. It also became possible to sign offsets jointly with other regions - two or more constituent entities of the Russian Federation. In the case of an inter-subject contract, the minimum investment will be 400 million rubles, and for purchases made in 2022-2023 - 100 million rubles. In addition, it is now possible to purchase not only goods, but also services under an offset contract. The investor must create or reconstruct the property necessary for their provision.
