Half of the offset contracts concluded in the capital are implemented by enterprises of SEZ Technopolis Moscow

Five out of ten offset contracts concluded by the Moscow government since 2017, are implemented by enterprises of the Special Economic Zone (SEZ) Technopolis Moscow. The total volume of investments for them will amount to 11.7 billion rubles. Vladimir Yefimov, deputy mayor of Moscow for economic policy and property and land relations, said. Five productions, which will produce products for the needs of the city within the framework of offset contracts, will be located on the territory of the capital special economic zone. Three contracts involve the supply of medicines, the rest - medical products. The total investment volume will amount to 11.7 billion rubles, Vladimir Yefimov said. He added that two companies have already started production and shipment of products: the company Gematech in Pechatniki produces products for patients with stoma, and Biocad - drugs for the treatment of cancer and autoimmune diseases on the site Alabushevo. In addition, Alabushevo is home to R-Opra pharmaceutical plant, with which the city has an offset contract for the production of drugs for the treatment of cancer, psychiatric, rheumatologic diseases and asthma. Two offset contracts with companies in the Technopolis Moscow SEZ were signed in the first quarter of this year. One of the companies, Vip Camilla, will produce absorbent underwear for adults. The city with this guarantees to the enterprise annual purchase of products for ten years, - told the head of the Department of Industrial and Investment Policy of Moscow Vladislav Ovchinsky. The pharmaceutical company Velpharm will produce drugs by 20 international nonproprietary names (INN). Offset contracts not only save budget funds, but also are drivers for industrial development and creation of new jobs. Investment contracts with counter obligations have proven their effectiveness, their mechanism should be used, and residents of SEZ Technopolis Moscow are ready to expand this practice, General Director of SEZ Technopolis Moscow Gennady Dyogtev stressed. The offset contract mechanism was introduced in 2016 with the active cooperation of the Moscow government and the Ministry of Economic Development of the Russian Federation. The capital was the first region to sign such contracts with manufacturers and is now the leader in applying this form of public-private partnership. Since July 2022 amendments to the law on the contractual system came into force, lowering the minimum threshold of investment in the creation or modernization of production in the framework of the offset from one billion to 100 million rubles. This allows many more manufacturers to be involved in concluding agreements. There is also an opportunity to sign offsets together with two or more regions of Russia. The minimum volume of investments on such intersubject contract will make 400 million rubles, and in case of purchases carried out in 2022-2023 years - 100 million rubles.
