FEATURES OF SELECTING BROWNFIELD AND GREENFIELD SITES WERE DISCUSSED IN SEZ TECHNOPOLIS MOSCOW

Investors, who are ready to work for a long time, often choose Greenfield sites, brownfield sites are looking for companies that need to start production as soon as possible. The demand of industrial investors for placement on the territory of SEZ Technopolis Moscow in the form of brownfield and greenfield  is approximately the same, said Gennady Degtev, CEO of SEZ Technopolis Moscow . “This conclusion can be made based on the analysis of 250 applications received from potential tenants last year. The greenfield format is often chosen by enterprises of the engineering industry and related industries, as well as most companies with foreign participation. Furthermore, in 2020, due to the pandemic, the greatest demand for brownfield sites was among pharmaceutical companies seeking to  launch the production of new drugs and antiseptics,” Gennady Degtev said. According to him, the venue for the business breakfast on the topic "Brownfield VS Greenfield: What will you choose?", Organized by the Association of Industrial Parks (AIP) of Russia, was not chosen by chance. Both of these formats are represented in SEZ Technopolis Moscow: the brownfield area is over 449 thousand square meters, and the greenfield area is over 47 hectares. Residents of the special economic zone of the capital, who know the features of each of the formats from the inside, during the event shared their analyse with future investors. Tatiana Kovalenko, moderator of the business breakfast, chairman of the industrial construction committee of the AIP of Russia, reminded that Brownfield industrial parks are formed on the basis of outdated production facilities with existing infrastructure through their reconstruction. “Greenfield, in turn, are industrial parks created on undeveloped land plots. And, as a rule, at the initial stage they are not provided with either engineering or transport infrastructure, ” she specified. Among the main advantages of brownfield, it is worth noting the availability of engineering and transport infrastructure, capacities, savings in funds required to commission enterprises, as well as the ability to start production in a short time, said Valentin Yurchik, Head of the construction department of the legal company Dentons. “If we talk about disadvantages, then in the territories of former Soviet-built industrial facilities, engineering networks are most often worn out, there is not enough power capacity, and as a result, the amount of investments in re-equipment may exceed the cost of implementing a project at a new site. But most importantly, if we are talking about the Brownfield industrial park "with a history", its consideration must begin with a thorough check of the legal compliance of previous transactions and a technical examination of the territory, "explained Valentin Yurchik. The approach to the selection of a site for localization in an industrial park should be complex and begin with due diligence - both in the case of brownfield and greenfield - said Ruslana Turkenova, a leading consultant at Bilfinger Tebodin. “The advantages of the greenfield site, which provides for new development, are the absence of 'historical risks', freedom in choosing a site and flexibility in determining the technical parameters of the object. Its disadvantages include underdeveloped infrastructure, urban planning and land restrictions, as well as the need for serious investments in construction from scratch. In order to minimise these costs as much as possible, it is recommended to involve experts who will conduct a technical audit and develop a master plan for the area at the stage of making a decision on choosing a site, ”she added. Considering an industrial area, investors should apply an integrated approach and take into account not only the peculiarities of its typology, but also other factors - logistics, tax preferences and the professionalism of the management company, Valentin Stolyarov, a member of the Board of Directors of Biforkom Tek, a telecommunications equipment manufacturer, shared his experience. “Thanks to the support of the management company of the SEZ Technopolis Moscow, the company managed in just nine months to localise its production at the brownfield site in Pechatniki - from the arrangement of premises to the purchase of equipment - and to fulfill its obligations to customers,” he said. The company "Thermiko" develops and produces temperature measuring instruments. However, it was extremely expensive and inconvenient to develop production on rented premises, as the company had been doing for almost 30 years. Therefore, it was decided to construct its own building on the greenfield site of SEZ Technopolis Moscow in Alabushevo, said Alexander Semyonov, General Director of the company. “The development of the project and the construction of the enterprise took three years. The object was commissioned last year. Now the equipment is being commissioned and pilot batches of products are being produced. Throughout the entire implementation of the project, we felt strong support from the special economic zone of the capital and believe that we made the right choice in favour of the greenfield site in Zelenograd, ”he added. The Association of Industrial Parks of Russia, created in 2010, brings together industrial parks and special economic zones, as well as service providers in the field of industrial construction in order to promote common interests and attract investors. More than 150 legal entities from 48 constituent entities of the Russian Federation are currently members of the AIP of Russia.
