Deputy Minister of Economic Development of the Russian Federation Dmitry Vakhrukov spoke about the results of the activities of special economic zones and the assessment of their effectiveness as part of the presentation of the VI National Rating of Special Economic Zones together with the Association of Clusters, Technoparks and SEZs of Russia (AKIT). “The SEZ mechanism continues to show its self-sufficiency for the state budget. The volume of payments paid to the budget by SEZ residents is already almost 3 times higher than the amount of benefits received. Due to state support, residents reimbursed their costs for creating jobs and manufacturing products, and the state returned all allocated funds to the budget in full,” Dmitry Vakhrukov noted. According to the Deputy Minister, in total, residents paid 303 billion rubles in taxes, customs payments and insurance fees. At the same time, benefits worth 102 billion rubles were received. Resident payments also exceeded budgetary investments in the infrastructure of the SEZ. About 237.2 billion rubles were allocated from the federal and regional budgets to create the infrastructure of the SEZ. “Now we have a two-factor assessment of the effectiveness of the SEZ. The first is our federal assessment, where the key indicator is the return of budget funds. The second performance evaluation is an independent evaluation in which the business itself and experts evaluate the investment attractiveness of the sites in terms of ease of doing business. Based on the results of this assessment, ACIT annually compiles the Business Navigator of the SEZ,” said Dmitry Vakhrukov. In 2022, the investment attractiveness rating included 28 SEZs from 22 regions of Russia. Technopolis Moscow, Dubna of the Moscow Region and St. Petersburg became the leaders among the SEZs of the technology-innovative type. Among the SEZs of the industrial production type are Lipetsk, Alabuga of the Republic of Tatarstan, Moglino of the Pskov region. “In 2022, the National rating of investment attractiveness of Russian SEZs was formed taking into account the global challenges of the world economy, including the industrial revolution 4.0, sustainable development imperatives and changes in value chains. Business Navigator is a one-stop shop for investors planning to implement their projects in the shortest possible time and at the lowest cost,” commented Andrei Shpilenko, Director of ACIT. In 2021, the investment activity of resident enterprises of the SEZ Technopolis Moscow more than tripled. They invested more than 28.5 billion rubles in high-tech projects. “More than half of this amount of investment fell on manufacturers of medicines, medical devices and equipment. In addition, in 2021, 15 innovative companies received the status of a SEZ resident. Their declared investment exceeded 15.6 billion rubles. More than 1.5 thousand jobs should be created at enterprises. One of the main projects of the SEZ Moscow now is the launch of the promising Rudnevo site, which, with its inclusion in the SEZ of the capital, will provide a preferential tax and customs regime for production localized there,” said Gennady Degtev, CEO of the SEZ Technopolis Moscow. The Governor of the Lipetsk Region, Igor Artamonov, emphasized that it is planned to further improve the performance of the Lipetsk Special Economic Zone in the region. “For this, first of all, business must be satisfied with the conditions created in the region. Most of all, entrepreneurs are interested in issues related to the security of doing business and speeding up the processes of coordination and connection to resource supply networks. Also important is the assistance of financial institutions and normal interaction with regulatory authorities.
