Moscow medical institutions have received more than 1.2 million packages of medicines under two offset contracts. This was reported by Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations. "Moscow since 2017 has signed 12 offset contracts with investors in socially important areas, of which 7 will ensure stable supplies of pharmaceuticals. Today, two pharmaceutical companies - Biocad and Moscow Endocrine Plant - have already started delivery and shipped more than 1.2 million packages of drugs to the capital's medical institutions", - said Vladimir Efimov. In 2017, Moscow signed an offset contract with the biotechnology company Biocad for the supply of drugs for the treatment of oncological and autoimmune diseases. The production complex is located in Zelenograd on the territory of the special economic zone Technopolis Moscow. Deliveries began in 2021, during this time more than 930 thousand packages of drugs were shipped to medical institutions of the city, of which 256 thousand packages - from the beginning of 2023. "More than 300 thousand more packages were supplied by the Moscow Endocrine Plant. These are analgesic and antimicrobial agents, drugs used in the treatment of arterial hypertension, glaucoma, for the prevention of thromboembolic complications, as well as in neurology and psychiatry. The supply of drugs began in April 2023," said Vladislav Ovchinsky, Head of the Department of Investment and Industrial Policy of Moscow. The city signed an offset contract with Moscow Endocrine Plant in 2021. Under the terms of the agreement, the investor must open production of anti-glaucoma, antibacterial, analgesic drugs, antidepressants and neuroleptics on the territory of the capital within two years. In return, the city will purchase the products for eight years. "Offset contracts make it possible to provide patients with modern and effective domestic medicines. For example, offset with Biocad covers almost 15 percent of the Depzdrav's needs for medicines for the treatment of oncological and oncohematological diseases and about 30 percent for the treatment of non-specific ulcerative colitis and Crohn's disease," said Yulia Antipova, deputy head of the Moscow Health Department. The practice of applying offset contracts has shown its effectiveness. It is especially noticeable in the medical sphere, where offset contracts allow to provide the city with necessary consumables and medicines, the production and supply of which was previously engaged in foreign partners. Since 2017, the city has signed 12 offset contracts for the supply of medicines, medical devices, food for dairy kitchens, and document storage systems.
