A new pharmaceutical complex of R-Opra opened at the Alabushevo site of the Technopolis Moscow special economic zone (SEZ). The ceremony was attended by Denis Manturov, Deputy Prime Minister of Russia, Minister of Industry and Trade of the Russian Federation, and Sergey Sobyanin, Mayor of Moscow. "Together with the Ministry of Industry, five years ago we set the task to localize the production of imported drugs in Russia as much as possible, to get away from importing them from abroad. This is especially true for vital drugs in the field of oncology. And in five years we have already built eight plants together. In the coming years we will build seven more plants. The results are as follows: this year the volume of production of medicines in Moscow has increased by 67.5 percent, by more than two-thirds", - said Sergei Sobyanin. Denis Manturov thanked the Mayor of Moscow for supporting the development of industry in general and for the assistance in the implementation of a new project in the capital's special economic zone. "This is such a joint collaboration of the state represented by the federal government, of course, with your support and the benefits that are provided to the investor, and directly the investment itself already from the company. I believe that this is the most effective way to reduce risks and costs for entrepreneurs," said the Minister of Industry and Trade of Russia. According to Sergei Sobyanin, thanks to changes in legislation supported by the Ministry of Industry and Trade, new plants based on offset contracts are opening one after another. "These are, in fact, our usual purchases, moreover, they are non-competitive. At the start, the price is reduced by one and a half to two times. And then we get working factories and stable supply," emphasized the Mayor of Moscow. Offset contract for the creation of a new pharmaceutical enterprise was concluded in 2018. In accordance with it, the R-Pharm group of companies undertook to build a full-cycle production complex with an area of more than 30.5 thousand square meters in Alabushevo. The plant will produce 26 international generic names of medicines for the therapy of oncological, autoimmune, asthmatic and other diseases. In its turn, the Moscow City Government has guaranteed the purchase of manufactured drugs for seven years. The construction of the enterprise was completed in the summer of 2023. The volume of investments in the project amounted to 6.99 billion rubles. 270 people will be able to work at the production facility. R-Pharm CEO Vasily Ignatiev noted that the launch of the first offset plant in the capital is a significant event for the company. "We took advantage of a wide range of support measures from both the Moscow City Government and the Ministry of Industry and Trade: there is a subsidized rate on the loan, and the participation of the Industry Development Fund. And of course, the offset itself is the main thing, it is the spine, the backbone of the whole project," said Vasily Ignatyev. The new enterprise has the status of a resident of the SEZ Technopolis Moscow, which gives it access to significant benefits. Among them are a zero rate on property, land and transportation taxes, a 10-fold reduction in profit tax, and the possibility of buying out land at a preferential price.
